      SUMMARY OF THE ANKC LTD ANNUAL GENERAL MEETING & BOARD MEETING
      HELD IN NEW SOUTH WALES ON 14th and 15th OCTOBER, 2017


      At the recent Annual General Meeting of the Australian National Kennel Council Limited held in Sydney:


      1. Election of ANKC Ltd Vice President and Treasurer

      Mr Brian Parker was re-elected as Vice President for a one year term from 14 October 2017; and
      Mr David Sales was re-elected unopposed as Treasurer for a one year term from 14 October 2017; and
      Mr Darren Bowey was elected as a member of the Executive Committee for a one year term from 14 October 2017.

      At the October 2017 ANKC Ltd Board meeting, Directors resolved/considered the following:

      1. CACIB Shows

      It was resolved to adopt a new set of regulations for the conduct of CACIB Shows.  These regulations will be included in ANKC Ltd Regulations Part 5 under Section 6.

      It was resolved to approve the following CACIB Shows to be conducted in Australia in 2018/early 2019:

      Dogs SA 1 June 2018 Dogs SA Winter International
      Dogs ACT 8 July 2018 EPIC Advance Dog Sports Extravaganza 2018 
      Dogs West 13-14 July 2018 The FCI Winter Festival Championship Show
      Dogs NSW 31 August 2018 Dogs NSW Spring Fair Dog Show
      Dogs Tasmania 28 October 2018 Combined Breeds Dog Club of Tasmania
      Dogs Queensland  14 December 2018  Dogs Queensland Directors' Show
      Dogs Victoria 16 February 2019 Twilight Canine Country Club


      2. Additional ANKC Ltd Special Board Meetings

      It was resolved from 2018 the ANKC Ltd Board will meet at two additional Special Board meetings to be held on the second Saturday of February and the third Saturday of June.

      3. ANKC Ltd Judges’ Contract – General and Dances with Dogs

      It was resolved for the expenses section of the ANKC Ltd Judges’ Contracts to be reworded to remove the reference to a “Judging” expense and replace it with “Incidental Expenses”.

      4. * Visiting Overseas Judges Evaluation Procedure

      It was resolved a list of Overseas Judges who have been evaluated is to be made available from the ANKC Ltd website.

      It was resolved that Dogs NT will be exempt from the Visiting Overseas Judges Evaluation Procedure.

      It was resolved that the Visiting Overseas Judges Evaluation Procedure be amended with the evaluating judge to be an Accredited Assessor, and for the removal of ‘Excellent’ from the Evaluation line as well as removing the ‘Quality of Entry’ line in its entirety from the form.

      5. * National Code of Ethics of Responsible Dog Ownership - Amendment

      It was resolved for the National Code of Ethics of Responsible Dog Ownership to be amended as follows:

      New Clause 11 added to read:

      11. A Member of ANKC Ltd State Member Body shall not register a dog with a Registry Body not recognised by ANKC Ltd. (Added 10/17, 6.1)

      With all subsequent clauses renumbered.

      Clause 31 renumbered 32 and amended to read:

      32. It is mandatory for an ANKC Ltd Member Body Membership Number to be displayed on any advertisement for dogs whatever the media and all members must include the following wording in their advertisements:

      “Please contact Dogs [insert State/Territory] on email: [insert email address] to verify my membership”. (Amended 10/17, 6.1)

      6. * Regulations Pertaining to Non Resident Draft Test Judges

      It was resolved to approve a set of regulations pertaining to Non Resident Draft Test Judges.

      7. Subsidiary Company

      It was resolved that ANKC set up a subsidiary company to act as a charity to finance canine health and welfare with the ability in perpetuity for ANKC Ltd to appoint the Directors.

      8. Schutzhund/IPO

      It was resolved to unanimously reject a recent submission received from the German Shepherd Dog Council of Australia for ANKC to consider reversing its policy and permit the conduct of Schutzhund/IPO in Australia.

      9. * ANKC Ltd Rules - Amendments

      Amendments to the following rules have been endorsed.

      ANKC Ltd Rules for the Conduct of Agility Trials
      ANKC Ltd Rules for the Conduct of Agility Team Events
      ANKC Ltd Rules for the Conduct of Draft Test
      ANKC Ltd Rules & Regulations for the Conduct of Herding Trials.

      10. * ANKC Ltd Regulations - Amendments

      Amendments to the following regulations have been endorsed:

      ANKC Ltd Regulations Part 2 – Judges Clause 3.2
      ANKC Ltd Regulations Part 3 – Judges Training 
      & Examination Program
      Clause 6.1.2
      ANKC Ltd Regulations Part 5 – Show New Section 6, Clauses 7.4.2 (g), 7.4.3.1
      ANKC Ltd Regulations Part 6 – The Register
      & Registration

      Reference is made to the Utility Class, Signal Exercise rule in the current ANKC Ltd Rules for the Conduct of Obedience Trials and in particular to clarification of the highlighted section noted below:

      Deductions – Substantial: For any double signal or failure to sit, stand or down during the heel routine, prolonged signals, slow response to signals.

      The National Obedience & Tracking Committee has confirmed the following interpretation which shall be binding in accordance with the rules:


      A substantial deduction applies where a dog fails to stand on the lead-up to the final portion of the Signal Exercise in the UD Class.
