Members may not be aware that they can advertise in the Dogs Queensland Breeders' Directory. The Directory is now open for Breeders to advertise and will run from the February 2017 Dog World to the January 2018 Dog World, as well as being prominent on the Dogs Queensland Website.

FURTHER UPDATE - ANIMAL MANAGEMENT LEGISLATION

On behalf of the Dogs Queensland Board, may I thank all those members who attended the Members' Forum with Greg McDougall from the Department of Agriculture & Fisheries on Saturday 17 December at Durack. The forum was well facilitated by Lee McLean from our PR Company, PPR. I would also like to thank those members who took part in the Webinar the previous week on Wednesday 7 December.

At both the forum and the Webinar, Mr McDougall provided many answers and to assist members, the Department has put together an FAQ document and a transcript of the Webinar that you can find at the following links;

Also emailed to members on Monday was an opportunity to ask further Questions and these will be forwarded to Mr McDougall in due course.

As there does appear to be some particular confusion about the process of applying to become an ‘approved entity’ under the Legislation, the following has been provided by Mr McDougall;

The process for applying to become an approved entity is:

1. Meet with Biosecurity Queensland to discuss the requirements for approved entities under the Animal Management (Protecting Puppies) and Other Legislation Amendment Act 2016 (Act) and the functions of the database.

2. Following the meeting, Dogs Queensland would need to provide Biosecurity Queensland with a written proposal of how they would be able to meet these requirements.

3. Biosecurity Queensland will assess the proposal to ensure it will meet the provisions of the Act. There may be a need to clarify some issues before the proposal is finalised.

4. Biosecurity Queensland will brief the Minister on the application and proposal.

5. If approved by the Minister, the appropriate amendments to the Animal Management (Cats and Dogs) Regulation 2009 will need to be drafted.

I am pleased to inform members that representatives from the Dogs Queensland Board will be meeting with Biosecurity Queensland in the week beginning 9 January 2017.

SMOKING AT THE DURACK GROUNDS

THE FOLLOWING HAS BEEN ISSUED BY THE DURACK GROUNDS COMMITTEE:

Following directions from the State Government regarding smoking at Sport-related events, the following will be implemented from 1 January 2017 at the Dogs Queensland Sports Grounds at Durack:

1. The designated Smoking area will now be located on the corner next to the Disabled Parking area, opposite the kitchen driveway.

2. No Smoking will be allowed within 10 metres of any Show ring.

3. No Smoking will be allowed in any Camping area.

4. No Smoking will be permitted within 10 metres of any building.

ANIMAL MANAGEMENT LEGISLATION QUESTIONS

Greg McDougall from the Department of Agriculture and Fisheries (DAF) attended the Members' Forum on Saturday 17 December at Durack. Time restraints restricted the number of questions that could be asked, therefore it was proposed that we could ask members if they had any further questions and we would be able to get answers for them.

FURTHER REMINDER ONLINE MEMBERSHIP RENEWALS 2017

This is a further reminder for members of the email below that was sent during October and also November that you are able to use the Online Membership Renewals system.

Please note that the Online Renewal system will not be available over the Christmas/New Year period from midnight 21 December 2016 and will reopen at midnight on 2 January 2017:

Please note that this process cannot be used by Clubs and 'Complimentary' members. We will of course continue to provide a hard copy of the Renewal form with the Dog World magazine from November onwards.

Please also note that if you used this system last year and registered online, your details are exactly the same as provided last year, including your password. Just use the link below to Login. If there are any issues or you've forgotten your password, please call the Dogs Queensland Office on (07) 3252 2661 for assistance.

At the most recent Board Meeting, it was confirmed that the following section be added to the current Rule 58, effective from 1 January 2017;

Applications for the Registration of a Prefix will not be considered unless the applicant has been a member of the CCCQ Ltd or any recognised Controlling Body for a minimum period of twelve (12) months

TICKS AT DURACK

Dogs Queensland is advising members that today, a paralysis tick was found in a bird that had died at the Durack Showgrounds. It is clearly unknown where the tick came from but it's likely it was from somewhere on the grounds.

Please be vigilant when attending the grounds in the near future and check your dogs regularly for ticks.

DIRECTORS' SHOW AT DURACK 16 DECEMBER - INFO UPDATE

All members and exhibitors are invited to a free Sausage Sizzle at the Directors’ Show from 6:00pm until 8:00pm tomorrow night, Friday 16 December.

Santa will be in attendance at the Sausage Sizzle to give lolly bags to the kids. Due to an administrative error by Dogs Queensland, the Sleigh from the Lockyer Valley Kennel Club will not be in attendance. It is hoped that we can work with them next year and the Sleigh will once again be in attendance.

Also, please note that the presentation to the new All Breeds Judges will commence at 5:30pm.

DOGS QUEENSLAND OFFICE MOVE TO DURACK - ASSESSMENT BY BOARD

At its monthly meeting held on 12 December 2016, it was agreed by the Dogs Queensland Board that the movement of the office from Fortitude Valley to the Dogs Queensland Sports Ground is warranted.

The Board is looking to implement this decision after consultation with members. With a deadline of 3 weeks for members' feedback, the survey below closes on 6 January 2017. This is your opportunity to have feedback, therefore you are encouraged to do just that and please encourage your Dogs Queensland member friends to do the same.

Assuming the member feedback is positive, the preferred option for the relocation of the office to the Dogs Queensland Sports Grounds is the fitting out of the existing building in the area of the current Board Room and Meeting Room 1. The property in Fortitude Valley would then be modified and made available for commercial lease. The preferred contractor for both projects is Future Fitouts (Qld) Pty Ltd. The total cost of both modifications is estimated to be around $190,000.

In coming to this conclusion, the Board considered a number of options and scenarios, including;

• The office remaining in Fortitude Valley;
• The sale of the Fortitude Valley Premises;

• The construction of a new building on the Dogs Queensland Sports Grounds;
• The purchase and utilisation of a demountable structure.

The Board concluded that the modification of both premises was Dogs Queensland’s most viable option and the commercial lease would generate a much needed revenue stream. The Board also assessed further considerations;

• In the Strategic Plan, members expressed a view that they believed the office should be moved to the Dogs Queensland Sports Grounds.

• Members are becoming increasingly reticent to drive to the Fortitude Valley premises because of issues of traffic, parking, etc.
• The opportunity to work more closely with the buildings and grounds to look at the future hiring of the facilities at Durack.
• The Dogs Queensland Board does hold some health and safety concerns in relation to the Fortitude Valley premises for both staff and members.

The Dogs Queensland Board is of course understandably concerned about the welfare of the Dogs Queensland office staff and the fact that the Dogs Queensland Sports Grounds does not offer the degree of convenience with centrality and public transport and amenities offered by the Fortitude Valley premises. Many of our Staff have been long term employees.

In conclusion, this is a decision that has been considered over a long period of time and the Dogs Queensland Board looks forward to receiving your feedback.

SOMERSET REGIONAL COUNCIL MEMBERS' MEETING 15 DECEMBER

In relation to the currently proposed local law changes by the Somerset Regional Council, an urgent meeting has been set up for any member residing in this Council area wanting to discuss this topic and hear first hand Council's proposals and ask questions (this will be the only topic discussed).

The meeting will be held on Thursday 15 December at 7:00pm at the CWA Hall, 110 Main St, Lowood and Somerset Councillor, Sean Choat has confirmed his attendance.

SOMERSET REGIONAL COUNCIL - REMINDER TO SUPPORT NEW LOCAL LAWS

This is a reminder regarding the email we sent on 26 November (see below) asking members in the Somerset Regional Council area to contact the Council by 19 December with your support for the proposed Local Law changes. Note that these changes will lapse if there is not enough positive feedback from their local constituents:

URGENT ATTENTION

Announcement Regarding Proposed Changes to Local Laws Affecting the Keeping of Dogs in the Somerset Regional Council Area

Dogs Queensland is delighted to announce that after many years of ongoing negotiations with Somerset Regional Council, a major breakthrough has been achieved.

Members who reside within this local Government area will no doubt be aware of just how difficult this Council had become in respect of the way they dealt with our members and their dogs.

A meeting with key members of Somerset Regional Council staff in mid 2015 (which explained the implementation process required to adopt our breeder permit scheme), followed by a top level presentation to the Mayor and all elected Councillors in their Esk chambers in mid July of this year, has paid dividends.

It has proven, once again, that taking a methodical, well-considered, professional approach to Local Councils will most often get the results we are seeking – we just have to learn to be patient and understand that these changes cannot be achieved without putting in the hard yards.

Members are encouraged to carefully read and understand the information contained in the two linked documents below:

1. A media release by Somerset Regional Council Mayor Graeme Lehmann explaining the proposed changes and lending his support to the proposed new local laws in respect of keeping additional dogs. PLEASE CLICK HERE

2. A copy of the public notice which will appear in print media prior to, and during, the period of public consultation. PLEASE CLICK HERE

Now is the time for all of our Dogs Queensland members to rally behind this initiative and formally advise Somerset Regional Council that their proposed changes are fully supported. If our members do not respond positively during the 21 day consultation period, then it is very likely that the local law changes will lapse.

Remember too that family members and friends who reside in the Somerset Regional Council area can also respond positively to the proposed changes – the more positive responses received by Somerset Regional Council, the better.

It is also important to recognise that these proposed local law changes affect all of our members – not just those members who breed. The changes allow for the keeping of “additional dogs”, which must be a significant benefit to members who compete in any of the sanctioned activities on offer. Members who keep their dogs and compete in Obedience, Field and Retrieving Trials, Herding and in ground hunting must see the opportunity to keep additional dogs as a huge benefit.

There is no doubt that residents who are “anti-dog” in their outlook will be writing to Somerset Regional Council to register their objections to the proposed changes.

If our Dogs Queensland members do nothing, then all of the behind the scenes work that has taken place over the past 5 years will have been wasted – and rest assured if we fail to demonstrate our support for the changes we may never get another opportunity.

Not everything we asked for has been adopted but we are confident that if we can support these initial changes and prove to Somerset Council that our members are responsible owners and breeders, then the local laws can be reviewed and relaxed in about 12 months time.

These will be forwarded on to our Government & Agency Liaison Officer who will respond by email with some suggestions for members to use to ensure their written responses are professional and supportive of the local law changes.

ANIMAL MANAGEMENT LEGISLATION WEBINAR & FURTHER INFO

Further to my update on 14 and 24 November, Dogs Queensland wishes to remind all members about two upcoming information sessions in regards to the State Government Animal Management (Protecting Puppies) and Other Legislation Amendment Act 2016.

Greg McDougall from the Department of Agriculture and Fisheries (DAF) will attend the Members' Forum on Saturday 17 December at Durack from 2:00pm. The forum will be facilitated by Lee McLean from our PR Company, PPR, and due to the importance of the issue and time restraints involved, this will be the only topic scheduled to be discussed that day.

We are also pleased to confirm that DAF will hold a ‘Webinar’ on Wednesday 7 December between 6:00pm and 7:30pm. The Webinar is capped at 300 people due to the Government’s software, but if we get an over-subscription, another session can be scheduled. All members interested in the webinar are asked to preregister for the session by clicking on the following link: https://attendee.gotowebinar.com/register/200021335325165827.

The Webinar can be viewed online or by dialling in from a telephone. If dialling in, there will be a charge from your telephone service provider (national landline phone charge).

ANIMAL MANAGEMENT LEGISLATION INFORMATION FROM THE PRESIDENT

Further to my update on 14 November, Dogs Queensland has been in constant contact with the State Government concerning the Animal Management (Protecting Puppies) and Other Legislation Amendment Act 2016.

The protracted meeting provisionally set down for this weekend will not be going ahead and as mentioned in the email earlier this week, the Directors will be on hand, along with Greg McDougall from the Department of Agriculture and Fisheries, at the Member’s Forum on Saturday 17 December at Durack from 2:00pm.

We are also in discussions with the Department of Agriculture and Fisheries in regards to holding several ‘webinars’. The date for these is provisionally set down for Thursday 8 December and there may well be several sessions. Members will be invited to submit questions and pre-register for the webinars shortly. DIRECTORS' CHRISTMAS PARTY

At its most recent Board Meeting, the Dogs Queensland Board of Directors discussed the subject of the Annual Directors’ Christmas Party.

It was agreed that, due to the ongoing costs of liaising with the State Government Animal Management (Protecting Puppies) and Other Legislation Amendment Act 2016 and the increasing costs of providing a Christmas Party to a small section of the membership, that the Christmas Party will not be held in 2016.

The Directors will of course be on hand at the Member’s Forum to thank members personally on Saturday 17 December at Durack from 2:00pm, where light refreshments will be provided.

Greg McDougall from the Department of Agriculture and Fisheries will be in attendance at that meeting to answer any questions that members may have in regards to the Animal Management (Protecting Puppies) and Other Legislation Amendment Act 2016.

Arrangements will also be made to present the new All Breeds Judges and Life Members with their Certificates at the December Directors’ Shows on Friday 16 December.

FURTHER INFORMATION REGARDING THE PENDING ANIMAL MANAGEMENT LEGISLATION

As previously advised, the Dogs Queensland Board is increasing its communication to the State Government regarding the pending Queensland Legislation Animal Management (Protecting Puppies) and Other Legislation Amendment Act 2016.

The legislation is due to come into effect by May 2017 at the latest.

The breeder database is expected to come online earlier than that. However, this is subject to direction from the Minister’s office and as yet no date is set and it is pending our further discussions with the Queensland Government.

The resignation of the former Minister, Leanne Donaldson MP, has seen the return of her predecessor, Minister Bill Byrne, to the portfolio and we are seeking an urgent meeting with him.

Our members have expressed their eagerness to assist in this process and we are very grateful for your support.

ANIMAL MANAGEMENT LEGISLATION UPDATE FROM THE PRESIDENT

Dogs Queensland have set down a public forum to discuss the ‘Animal Management (Protecting Puppies) and Other Legislation Amendment Bill’ with members. At present, this meeting is set down for Saturday 17 December 2016 at Durack. The date was set on this weekend due to certain factors, including delays in the appointment of a new Minister for Agriculture & Fisheries by the Queensland Government and to allow Dogs Queensland to finalise the details of its strategy which is pending discussions with the Queensland Government. The Board are mindful that members want answers sooner than later and it has been proposed that an earlier meeting date be tentatively set for the weekend of the 26-27 November if we are able to have details from the Queensland Government by this date. Confirmation of the date, further details of items to be discussed and times will be issued as we finalise the details.

The Board are also aware that a meeting has been called by a member for 16 November relating to this issue. This meeting is not a sanctioned Dogs Queensland event. As an organisation, we must be united in our approach and whilst we are unable to provide a lot of answers at this point, I can assure you we are still working with the Government and lobbying for an exemption for our members. I understand the frustrations of our members, but unity is the key here. This week we will be issuing templates for our members to use in lobbying their local members of Parliament. Our meeting with the newly appointed Agriculture & Fisheries Minister, which we hope will also be this week, will also be crucial in determining our next step and positioning ourselves with the Queensland Government.

We ask that all members keep an eye on updates for the Dogs Queensland public forums and come along to these. These forums will provide up to date details on how the Amendment Bill will affect members, the current status of Dog Queensland’s position with the Queensland Government and what our next step forward will be as an organisation. Please help us to form a united front and all stand together to protect our dogs and our hobby.

ANIMAL MANAGEMENT LEGISLATION INFORMATION

Last night, the Dogs Queensland Board conducted an emergency meeting to discuss the pending Queensland Legislation Animal Management (Protecting Puppies) and Other Legislation Amendment Bill 2016.

The outcome of this meeting was action on several fronts:

- We will continue our direct meetings and liaisons with the Government, which are attracting greater understanding of our strict processes and policies. This communication will involve the Acting Minister and the new Minister when appointed.

- We are researching a professional communication program to all members of Parliament, which carries unified messages on what we are asking the Government to do. It is very important that this message is correct and consistent. We will be providing you with more information on this program and how you can assist in the very near future.

We understand this Legislation is an issue of great concern to all members, as it is to the Board. We believe it’s important we work together to ensure our communication is effective.

ANIMAL MANAGEMENT LEGISLATION UPDATE

As some members would be aware, the Queensland State Minister for Agriculture and Fisheries, Leanne Donaldson, last night resigned from Cabinet. The Department of Agriculture and Fisheries are the division responsible for the ‘Animal Management (Protecting Puppies) and other Legislation Amendment Bill'.  Dogs Queensland and lobbyist Hawker Britton had been in the process of meeting and corresponding with the Minister’s Chief of Staff in relation to proposed changes to the current Amendment Bill. The resignation of the Minister has created an element of uncertainty for our organisation as we are unsure where previous dealings will now stand.

Hawker Britton have advised that a new Minister for Agriculture and Fisheries will likely be appointed today or over the weekend. Once we are aware of who the new Minister is, and whether the Minister’s Chief of Staff will remain the same, we will be organising another meeting with the Queensland Government to try and negotiate a better position for the members of Dogs Queensland.

POSITION STATEMENT - ANIMAL MANAGEMENT LEGISLATION

In February 2016, the Queensland Government first introduced a Bill which it claimed would assist in shutting down puppy farms across the State. In May 2016, the Queensland Government passed the ‘Animal Management (Protecting Puppies) and Other Legislation Amendment Bill’ in Parliament.  Even though the Legislation was enacted in May 2016, it is still awaiting Proclamation and this is currently set down for May 2017. Upon Proclamation of the Legislation, it will take effect in Queensland.

Prior to the initial introduction of the Bill in February 2016, Dogs Queensland had been involved in many meetings with key officials from Biosecurity and other departments of the Queensland Government. At these meetings, certain assurances were made to Dogs Queensland regarding ‘exemptions’ for our members. When the Bill was introduced into Parliament in May 2016, these proposed ‘exemptions’ had not been met and the Government’s stance had changed.

Even before this Legislation was drafted, Dogs Queensland had been working with the Queensland Government and other associated organisations to achieve the best possible outcome for our members. Since the introduction of the Bill into Parliament, Dogs Queensland has continued to fight for its members and has been meeting with Government officials, engaging the services of a public relations organisation to improve our position as a key figurehead for purebred dogs, taking part in Government working parties relating to the Legislation and also engaging the services of a professional Government lobbyist practice, Hawker Britton.

Again, certain ‘assurances’ have been provided by the Queensland Government, however after 6 weeks, Dogs Queensland are still yet to receive any written confirmation from the Minister or the Minister’s Chief of Staff. This is not only frustrating for our members and our Board, but the more time that passes, the concerns of our organisation and its members grow.

To this end, the Board have begun further consultations with Hawker Britton and public relations company, PPR to develop a firmer and more member driven strategy regarding this issue. Extra meetings of the Board have been set down over the next two weeks, with this revised strategy being the sole focus of discussion. Upon completion of the strategy development, members will be advised regarding its implementation and what it means for them. Members will be kept up to date on a regular basis of what is happening in relation to this matter and any events as they unfold.

Despite some comments recently made on social media, the Board has never discouraged any member from speaking with their local Member of State Parliament. If members have any questions, or they wish to express their concerns regarding the impact of the Legislation, then please contact your local Member.

Dogs Queensland again wish to remind its members that we are working to achieve the best possible result we can for you all, and it is vital that we form a united front on all aspects, including social media. Standing together makes us a much stronger force to reckon with.

VOLUNTEER OF THE YEAR 2016 AWARDED



Congratulations to all of the nominees for the inaugural Volunteer of the Year program.

The finalists were selected by the judges and were present at the Dog of the Year Dinner, where the winner was announced and the prizes awarded by the Chairman, Shane Thomas and one of the three Judges, Hollee James, Delta Society. The finalists were:

The Winner of the Volunteer of the Year program 2016 is:

Jeff Souter – Zone 1, President of the Beagle Club of Queensland.

Jeff was nominated several times by different members and each of the nominations gave detailed descriptions of how Jeff’s energy and drive has, over many years, made the Beagle Club one of Queensland’s most successful Clubs. Jeff’s passion for his Club, his members and the breed have been the driving forces behind the successes the Club has achieved.

Each and every nominee was deserving of this award, making the judges’ decision very difficult. The other nominees were:

DOGS QUEENSLAND FEES 2017

The preparation of the 2017 Budget is an important function as ultimately the budget determines the level of increase necessary in respect to our fees and charges, and in this way affects all members. The budget policy of containing increases in fees and charges to a minimum has been maintained in 2017.

The following fees were minimally increased by 1.5% with effect from 1 January 2017.

Litter Registrations

Litter registrations (under 3 months)       $42 to $43 per Pup,
Litter registrations (3 – 6 months)           $70 to $71 per Pup,
Litter registrations (6 – 12 months)         $88 to $89 per Pup.

Membership Fees, Prefix Fees, Transfer Fees, Judges Licence Fees, Magazine Advertising Fees, Title Fees and Re-Registration Fees remain at 2016 levels.

Club Affiliation Fees, Ground Levies and Administration Fees will be set at the end of October Board Meeting.

The Board has, however recognised that a number of members utilise their Prefix very sparingly. In fact, more than 50% of Financial Members with a Financial Prefix did not Register a Litter in 2016, thus the decision not to increase the Prefix Renewal cost.

However, in regards to Litter Registrations, the Board has agreed to place a levy on those members who continue to register higher amounts of litters.

Bearing this in mind, commencing on 1 January 2017, once a breeder has whelped more than 6 Litters in the calendar year, the 7th litter whelped and onwards in that Calendar year will attract the following fees per dog, irrespective of when the litter is registered, i.e. double the usual registration fee. However, the applicable fee will be based upon the registration fee at the time it is received in the office:

Litter registrations (under 3 months)       $86 per Pup,
Litter registrations (3 – 6 months)           $142 per Pup,
Litter registrations (6 – 12 months)         $178 per Pup.

ANKC LTD / FCI ASSOCIATE MEMBERSHIP

As an extension of my October President’s Message, I present to you an update on the current situation.

I note that Members in both NSW and SA have had Meetings with their Board on the issues. However, instructions from the ANKC Ltd at the last ANKC Ltd Board Meeting in May was to not discuss the issue with the Membership until after the October Board Meeting had been held and further discussions with the FCI had occurred at the October ANKC Ltd Board Meeting which is set down for 21, 22 and 23 October in Brisbane.

There has obviously been a great deal of discussion on social media and around our events regarding Australia’s Associate Membership with the FCI. On 24
 August 2016, the ANKC Ltd released communication in relation to this matter, which was posted on the Dogs Queensland website. Please CLICK HERE to view the press release.

Recently, the ANKC Ltd has been in negotiations with the FCI for the continuance as an Associate Member. Over the years, the FCI has allowed the ANKC Ltd to operate in a manner that in many cases was in breach of the FCI Statutes. The FCI have informed the ANKC Ltd that this is no longer tenable if the ANKC Ltd is to remain a member and we will be expected to comply with the FCI Statutes for an Associate Member as per all the other FCI Associate Members.


Based on prior meetings and correspondence, the ANKC Ltd would continue as an Associate Member of the FCI with the following understandings:

(1) Conduct 2 x CACIB Show per year

• To commence in 2018.
• 
Pay $2.12 per catalogued dog in the classes eligible for the CACIB, i.e. Intermediate and Open.
• Shows can be conducted in any State provided there is a minimum of 2 in Australia per year.
• Shows to be conducted under FCI Breed Standards.
• International Champion Title can be attained by winning 4 CACIBs in 4 different States/Territories under 4 different FCI Judges.

(2) FCI Breed Standards

• FCI has 10 Groups but this can be reduced to 7 as per the Grouping used in Asia for CACIB Shows (refer Annexure A below).
• Australia's Groups differ from FCI groupings, so Groups would be numbered differently
• FCI Breed Standards differ for some breeds, e.g. FCI Poodles & Dachshunds have 4 sizes/AUS only 3, FCI Miniature Pinschers-hackney gait is not allowed, Italian Greyhounds-white not allowed.

(3) Prefixes

• 
Prefixes can be lifetime registered with FCI for a one-off fee of $9.07.
• If prefix conflicts with an already registered international prefix, the FCI will include the suffix "AUS".

It should be noted that many affiliates of State Bodies have already expressed a desire to conduct CACIB Shows to the extent it is likely that the ANKC Ltd would have to limit the number of CACIB Shows in each jurisdiction each year.

As noted above, the ANKC Ltd Directors will be meeting with members of the FCI Executive. It is anticipated that the ANKC Ltd and the FCI will come to an agreement in principle regarding Australia’s continued membership.

The following represents further Facts and FAQ’s for Members’ information;

FCI Membership

• The FCI is made up of various Member Countries to form a General Committee elected by the Member Countries who are full partners.
• Should the ANKC Ltd cease membership with FCI, it would open up the possibility of other associations, such as Shutzhund Australia, Masters Breeders Association, etc. being possibly accepted by the FCI.
• Membership with FCI can be of benefit when dealing with the Government as it can be viewed as a strong membership base for pure bred dogs worldwide.
• If the ANKC Ltd relinquished its Associate membership, ANKC Judges would be restricted on which breeds they could judge at FCI Shows, and at the Shows where they would be eligible to judge, preference for these Shows being given to FCI accredited Judges.
• Membership is $400 per year which equates to 8 cents per member.
• The decision as to whether or not the ANKC Ltd remains as a member of FCI has not yet been made.
• The alternate position for the ANKC Ltd with the FCI would be a Memorandum of Understanding but this level would not have the same strength as an Associate membership.
• Under the Memorandum of Understanding, Australian Judges can judge in FCI Countries.
• 
Once a prefix is registered with FCI, a member is not obliged to register all puppies with FCI.

CACIB Shows


• Normal ANKC Ltd Shows would run in the normal manner.
• 
Within a CACIB Show, ANKC Ltd classes can be still run and CCs awarded, however within that CACIB Show, only 2 classes are eligible to receive a CACIB, i.e. Intermediate and Open.
• 
Australian Judges can be used at CACIB Shows.
• 
The FCI does not specify a minimum number of entries or specific venues.
• 
Results of CACIB Shows, i.e. the winners of the CACIB & Reserve CACIB go directly to FCI in Belgium and the records are kept there.
• 
If the ANKC Ltd runs CACIB Shows in the same manner as that of the Asia Pacific Region, there will be no disqualifications in respect of the Breed Standards.
• 
Where grading of dogs is involved, there is a limit of 80 dogs per day for a Judge - these 80 are always critiqued, however, if there is no grading and critiquing, there would not be the same limit.

The issue was discussed at length at the Dogs Queensland Board meeting this week and the ANKC Ltd Directors representing Dogs Queensland will relay the views of the Dogs Queensland Board and membership to the upcoming ANKC Ltd Board Meeting.

Following this discussion with the Directors at the ANKC Ltd Board Meeting, the ANKC Ltd Directors will have further discussion with the Representatives of the FCI, who will be in attendance during the time of the ANKC Ltd Board Meeting.

As this is not a "knockout" process, flexibility will be given and Exhibitors will not have to have 2 dogs of their own competing in the ring at the same time.

The following dates have been arranged by the Event Managers & Stewards Committee for training for the rest of the year:

Show Manager’s Refresher: Facilitated by David Weil, Saturday 1 October, Wordsworth Park, Woodstock. Commencing 30 minutes after the completion of the Grounds Committee Zone 3 Amenities Show. Current Accredited Show Managers must attend this session (approx. 2 hours) as it is now a compulsory requirement of their accreditation. Stewards are invited to attend to also use this discussion time as a refresher. Specific scenarios are discussed and other situations that have been experienced can be included. AGILITY "COLLAPSIBLE TUNNELS" - SUSPENDING OF THEIR USE

Please refer to the statement below issued by the ANKC Ltd today in relation to the immediate suspension of the use of Agility Collapsible Tunnels:

On the request of the National Agility Committee, the ANKC Ltd Board of Directors has agreed to the temporary suspension of the use of the Collapsible Tunnel effective immediately due to safety concerns. This suspension will remain in place until advised by ANKC Ltd.

This follows similar action taken by a number of Overseas Clubs, including the Kennel Club (UK) and the American Kennel Club.

FEATURE FILM ON GOLD COAST - LABRADORS REQUESTED

The Labrador Retriever Club of Qld Inc has been approached by a Gold Coast film company to supply a female yellow Labrador puppy and an older yellow Labrador (to be the puppy a few years later) to play a part in an Australian feature film.

This will be filmed on the Gold Coast in October and it is a paying job. The Labrador Club is contacting their members direct, however if anyone has any interest in this opportunity, please contact Sandra Luchterhand, the Club's Secretary to sandra@luchterhand.info.

NORTHERN VISIT BY DOGS QUEENSLAND DIRECTORS

The Dogs Queensland Board of Directors are please to announce that they will be visiting Far North Queensland for the upcoming Zone 3 Amenities Shows at Woodstock on Saturday 1 October and Sunday 2 October. Please CLICK HERE to view a copy of the Schedule for those Shows.

The Directors in attendance will be Shane Thomas, Ainslie Carius, Sandra Mundt, Craig Pettett, Tim Thomas, David Weil and Norma Zimmerle, as well as General Manager Rob Harrison.

The Show on Saturday commences at 8:00am and the Directors and General Manager will be working at the Show.

At the completion of the first Show on Saturday (which will probably be around lunch time), David Weil will hold a Seminar with the Show Managers. This will occur around 30 minutes after the completion of the first Show in the local Community Hall.

From 2:30pm, a light afternoon tea will be served and at 3:00pm, an informal Meeting / Forum will be held in the Community Hall.

Members and Clubs, including Obedience Clubs in Zone 3 are invited to submit questions in advance so that if any research is required, it can be undertaken. All questions are required no later than Wednesday 21 September and should be sent to rob@dogsqueensland.org.au.

In regards to any questions submitted, all members are asked to first note the following message from Dogs Queensland President, Shane Thomas:

‘It has come to my attention that various comments have been made on Social Media regarding the upcoming Directors' visit to Townsville and particularly in relation to the use of the grounds at Woodstock.  The move to Woodstock for the Amenities Shows in October 2016 was purely for logistical reasons, due to having the Directors in attendance at this event.  The Amenities Shows for October 2017 are again scheduled to be held back on the Ingham grounds as they have been in prior years.  There have also been certain statements made that Dogs Queensland are attempting to make Clubs within Zone 3 hold their events at Woodstock.  Dogs Queensland has not and does not dictate to Zone 3 Clubs or Committees where they hold their Shows, except for a directive that all Clubs in Queensland should hold their Shows in the Zone in which they are situated.  There has never been any discussion on a common ground or mandatory location in Zone 3.  The location of Club Shows is a decision that is made by the Clubs or Committees based on their own criteria and they are fully autonomous in their decision making.  Any concerns about Show locations should be addressed directly to the relevant Clubs or Committees as the Board does not interfere in this operational aspect.

A number of comments have also been made on Social Media relating to the grant monies provided to the Townsville Kennel Association to assist them in constructing a shower block at Woodstock. Other comments have been made regarding the non-approval of grant proceeds to the Ingham Kennel Association.  Applications for financial assistance to Clubs are assessed based on the individual merits and justification for the proposal, using comprehensive and extensive guidelines. Whilst Dogs Queensland would love to be able to assist all applicants for support, the volume of requests and the amounts required do not enable this to always be the case.  Dogs Queensland is very willing to support Clubs in fundraising activities to achieve goals and is pleased to have been able to assist several Clubs with grants from the fundraising Amenities accounts in each zone.

All of the comments relating to the grounds at Woodstock and the funding provided or not provided for grants to Clubs within Zone 3 are all Club issues and not issues that the Board will be discussing at the upcoming Zone 3 forum.  The Board would like to see the forum, to be conducted on Saturday 1 October, directed in a positive and productive manner.  The Board are interested in trying to address important issues within the area, including but not limited to, a lack of workers, a lack of qualified Show Managers and Junior Handler Judges and to meet and chat about uniquely northern issues’.

The Board is conscious of the fact that, with the second Show commencing with Handlers at 4:00pm, there would not be a lot of time for prolonged discussion at the Meeting / Forum.

At the second Show, the Directors and General Manager will be working again and it is expected that the second Show will finish early in the evening.  From about 7:00pm, a barbecue dinner will commence for those in attendance at the Show.

The Sunday show will be an early start, 7:30am and all Directors will be working at the Show.

RULE CHANGE - RULE 206

Dogs Queensland wish to advise that Rule 206 has been altered. It has been rearranged for ease of reading, but please note in particular part (3), which is new. The Rule is now as detailed below and the implementation date will be for Shows from 1 January 2017 inclusive:

206 (1) No Championship Judge who is judging identical breeds may judge at Exhibitions held within a period of six (6) months of each other and within two-hundred (200) kilometres radius of each other (not including Property Classes or Sweepstakes) without the express permission of the CCCQ Ltd prior to signing the contract.

Note that the two-hundred (200) kilometre radius is to include any and all appointments that are over the border in NSW.

(2) No Open Show Judge who is judging identical breeds may judge at Exhibitions held within a period of three (3) months of each other and within a one-hundred (100) kilometre radius of each other (not including Property Classes or Sweepstakes) without the express permission of the CCCQ Ltd prior to signing the contract.

Note that under these Open Show provisions, where a Judge is to judge at a Single Breed Open Show, this will not prevent them judging the whole of the Group to which that breed belongs to at a subsequent or prior Open Show appointment.


Failure of an Open Show Judge to comply with this Rule may result in the cancellation of all contracts associated with the breach and/or the deletion of the numbers of dogs judged; as well as referral to the CCCQ Ltd Breaches Panel for possible disciplinary action.

(3) No Judge may judge General Specials at All Breeds Shows held within a period of three (3) months of each other and within a one-hundred (100) kilometre radius of each other.

Dogs Queensland recently advised members of the initiative of having our Dog World Magazines available online for members to view.

Some members asked about the possibility of downloading it to their device (e.g. laptop or iPad) for viewing at other times.

We have investigated with the software company and ensured the download function is now available for members to do this. You just have to sign up with them (this is for free) and this enables the downloads.

SURVEY RESULTS - RING ALLOCATIONS FOR SINGLE SHOWS AT DURACK

In reference to the recent Survey of members in relation to Ring Allocations for Single Shows at Durack, Dogs Queensland wish to advise the following;

The question was: "When there is one single, standalone Show on a particular day at Durack, would you consider that there is merit in always having all rings for that Show in the Main Ring area (e.g. Rings 1 to 3 and 8 to 10), closest to the Main Building and Judges room?".

Here are the results for the 419 respondents:

Yes 256 (61.1%)
No 160 (38.2%)
Blank 3 (0.7%).

JUNIOR HANDLERS AGILITY COMPETITION AT THE ALL DOGS SPORTS SPECTACULAR

Dogs Queensland have approved the very first Junior Handlers Agility Competition at the All Dogs Sports Spectacular as an exhibition class. The Competition will be held during the lunch break in the Agility ring and handlers wishing to compete must complete the standard entry form on the day.

A set of rules has been drawn up and are listed below. The competition will be split into age groups from 7 to 18 years old. Here is an opportunity to get behind this initiative.

This is your chance to have some fun with Agility and an Agility dog at Novice Level. Anyone with Juniors from 7 to 18 interested in Agility wishing to compete are welcome. There will be no entry fee but Juniors may only enter if their parents or grandparents are members of Dogs Queensland or are sponsored by a Dogs Queensland member. Just come and have a go and have some FUN. The dog may not necessarily be owned by the handler or be a novice dog.

RULES FOR SPONSORED JUNIOR HANDLER:

Age – 7 to under 18 years, not a family member of a financial member.

●  Sponsored by a financial member who is present at or near the ring and accepts responsibility for supervising the Sponsored Junior Handler.

●  Application must be made in writing to Dogs Queensland by the sponsor and be accompanied by a written consent signed by the parent/s of the sponsored junior handler.

By authorising and sponsoring a person under 18 years to handle a dog, the owner of the dog and the supervising adult shall:

● Warrant to Dogs Queensland, the Show Committee and all Officials conducting the Show that the Sponsored Junior Handler is competent to handle the dog safely.


● Agree to accept full responsibility for the Sponsored Junior Handler and the dog for the duration of the exhibition.

● Indemnify Dogs Queensland, the Show Committee and all Officials conducting the Show for any injury, harm, loss or damage arising out of the handling of the dog by the Sponsored Junior Handler.

JUNIOR HANDLER DOG COMPETITIONS:

● Junior, ​​7 years to maximum 10 years, ​minimum 10 obstacles.

● Intermediate​,10 years to maximum 13 years, ​minimum 14 obstacles.

● Advanced​, 13 years to under 18 years, ​​full Novice course.

Code of Conduct

Follow the Rules and Regulations of the ANKC and their state controlling body.

Show respect to fellow competitors, Judges and Club officials by accepting constructive criticism and the Judge’s decision as final and by congratulating handlers who place above you.

Welcome and encourage new handlers.

Advice

Choose a dog carefully, make sure it is one that you feel comfortable with AND have your parents/owner of dog's permission.

Listen to the Judge’s instructions carefully, if unsure of the instruction, politely ask the Judge to repeat it.

Junior Handlers can use any registered Agility dog regardless of the competition level that dog is currently listed as. Dogs do not obtain qualifications, it is the Handlers that receive points based on the number of obstacles completed.

Parents/Guardians are allowed to walk the course with the Junior Handler.

Parents/Guardians are permitted to hold the dog at the start and release when the Junior Handler is ready to start.

Agility dogs can be lent to Junior Handlers with the owners and Parent/Guardians’ consent.

Judges are to offer encouragement.

No food is allowed in the ring – competition rules are run similar to ANKC Agility with the exception of holding dogs at start lines.

JUDGES WILL BE LOOKING FOR:

Competitors following instructions from the Judge.

Giving clear direction to the dog.

Following the numerical order of the course.

Not obstructing the dog.

Praising the dog during and after the run.

RULE UPDATE - RULE 167b

Further to our Rule 167b Rules Update note as part of the Board Notes in the August 2016 Dog World Magazine, please refer to the listing below, which shows Rule 167b in its entirety:

Grand Champion

(1) Using the points system as approved by the ANKC Ltd at the time, an animal will be required to receive one-thousand (1,000) points to be eligible to the title of Grand Champion.

(2) All dogs that qualify for the Grand Champion tile under Rule 49.7 are eligible to apply for the title after the implementation date of 1 January 2012.

(3) The implementation date for the awarding of the title of Grand Champion be 1.1.98.

(4) A Grand Championship will not be awarded to animals retrospectively, but an animal will be eligible to be awarded the title of Grand Champion, if they gain some points towards the title of Grand Champion (one-thousand (1,000) points) after the implementation date of the 1.1.98.

Supreme Champion

(1) Using the points system as approved by the ANKC Ltd at the time, a dog will be required to attain the following qualifications to be eligible to the Title of Supreme Champion.

One-thousand (1,000) points, including three (3) All Breeds Best in Shows; or ten (10) Best in Group/Multi-Breed or Specialty Best In Show.

Either three (3) different Best In Show Judges or ten (10) different Best in Group/Specialty Judges must be submitted, there can be no repeated Judges.

(2) The implementation date for the awarding of the Title of Supreme Champion is 1 July 2012.

(3) Supreme Championship will not be awarded to dogs retrospectively, but a dog will be eligible to be awarded the Title of Supreme Champion, if they gain some points towards the Title of Supreme Champion (one-thousand (1,000) points) after the implementation date of 1 July 2012.

International Champion

(1) The Title, International Champion, shall be recognised if shown on the Export pedigree of a dog imported into Australia.

Neuter Grand Champion

(1) Using the points system as approved by the ANKC Ltd at the time, a dog will be required to receive one-thousand (1,000) points to be eligible to the Title of Neuter Grand Champion.

Parking
Parking is again at Fortitude Valley State School. Access to Fortitude Valley School is from Brookes Street only.

You must provide a copy of your receipt to the parking attendant each day you park at Fortitude Valley School. If you have pre-purchased a catalogue, please bring another copy of your receipt to claim your catalogue.

Please note that there has been a change in the Schedule for Rally Obedience (Rally O), Dances With Dogs (DWD) and Agility and Jumpers competitions at the RNA on Sunday 14th August 2016.

All events will be conducted in the Conformation Ring commencing with Rally O, followed by DWD and then Agility and Jumpers. Rally O will commence at 8:45am, with DWD at approximately 11:00am and Agility at approximately 12:00 noon.

Rally Obedience competitors must be benched by 8:00am. All other competitors must be benched by 9:00am.

All Obedience Competitors must be benched by 2:00pm on Friday and Wednesday.

SERVICE DELIVERY REVIEW

As members would be aware, the Board of Directors of Dogs Queensland have been actively looking to structure an independent review of the Dogs Queensland office, its staff and administration functions.

I am pleased to advise that the Board have recently contracted an organisation by the name of ‘Board Matters’ to undertake our independent Service Delivery Review.  The cost of this review is estimated at $28,975.  Whilst some members will feel that this is a large cost, I can assure you that this is the most cost effective proposal put forward, with estimates from other organisations amounting to figures in the range of $100,000 or more.

Board Matters propose a fully interactive approach to undertaking the review and delivering the required outcomes.  They propose to not only deliver recommendations concerning their quality assessment, but also useful actions to achieve the identified goals. They will deliver a report to the Board of Dogs Queensland assessing the suitability and adequacy of current operational service delivery arrangements, including organisational policies, procedures and operational plan execution.  The report will also include a matrix identifying key gaps and actions recommended to address these gaps.

The review will be carried out in five key stages:

Stage 1: Briefing and Review of Materials


This stage will include a detailed briefing to Board Matters from the Board of Dogs Queensland.  Board Matters will obtain and review all relevant background materials, as required.

Stage 2: Interviews

During this stage, Board Matters consultants will undertake interviews with:

 

  • The Dogs Queensland General Manager;
  • The staff of the Dogs Queensland office;
  • Three (3) members of the Dogs Queensland Board of Directors; and
  • Three (3) general members of Dogs Queensland, which will be determined by the Board.

 

The interviews will be performed individually and will be undertaken either in person in Brisbane or by telephone as applicable.

Following on from these interviews, a focus group session would be undertaken with the Dogs Queensland General Manager and staff.  The focus of this workshop will be to engage in facilitated discussions regarding opportunities for process improvement at Dogs Queensland.

Stage 3: Draft report and recommendations

After completion of the first two stages, Board Matters will prepare and distribute a draft report for the Board, setting out their observations regarding:

 

  • The existence of relevant and organisationally appropriate policies and procedures;
  • The effectiveness of current office and administrative functions (including staff, correspondence management and other core functions of our day to day office tasks such as title applications, litter registrations, etc);
  • Human resource practices including policies, procedures, position descriptions, KPI performance benchmarks; and
  • Current functions undertaken by staff members in the form of functionality statements, including the identification of duplication and gaps in the context of functions and processes.

 

Part of this report will identify key recommendations to provide practical solutions to enhance the service delivery functionality of Dogs Queensland.

Stage 4: Final Report

After the draft report and recommendations have been supplied, a period of time will be allocated for comments and feedback to be provided to Board Matters.  After this has occurred, Board Matters will deliver their final report.

Stage 5: Presentation and Facilitated Discussion

Using the final report, Board Matters will conduct a presentation to the Board of Dogs Queensland, including facilitating an open one to two hour discussion of the members of the Board, to ensure a greater understanding and acceptance of the issues.

The Service Delivery Review is a process which will take some time for the consultants to work through.  The Board will undertake the preparation of a summary report to all members, following the completion of the Service Delivery Review by Board Matters.

QUEENSLAND GOVERNMENT PUPPY FARMING LEGISLATION

Much concern and discussion has arisen about the recent developments with the Queensland Government surrounding the provision of member details in order for Dogs Queensland to be recognised as an ‘Approved Entity’ under the new ’Animal Management (Protecting Puppies) and Other Legislation Amendment Bill 2016’.

For months, the Board have been actively meeting and working with the Queensland Government to ensure that our members are provided with the best possible outcome as a result of the recently introduced Bill. Dogs Queensland held a meeting with the office of the Minister for Agriculture and Fisheries recently to express our concerns and the tone of this meeting was very positive and there are very encouraging signs.

We expect to be able to update members further next week. Please rest assured that the Board are doing all they can to protect your rights.

EKKA ENTRANTS - NO CRATES ALLOWED

Dogs Queensland wishes to remind members exhibiting at this year's Ekka Show that, as advised by the RNA in the Ekka Schedule, dog crates are not allowed to be present in the Assembly Area. Only trolleys are able to be used there.

The All Dogs Sports Spectacular Committee is busy preparing for this year's event, which is being held at Durack on Sunday 21 August 2016.

After the huge popularity of the event in 2015, we have taken the opportunity to make the 2016 event an even bigger spectacular.

You are reminded that if you wish to provide comments or feedback regarding the Draft Rules document that was sent by email on 27 May, the Feedback mechanism closes at the end of Friday 15 July 2016. The original email is shown below, with all relevant details:

As you may be aware, the Constitution and Rules Reform Committee have been working for over a year on a review of the CCC(Q) Ltd Rules and Code of Ethics March 2010.

The new draft Rules document from the Committee was presented to the Board at their meeting on 23 May and it was agreed to seek feedback from members in regards to further suggested amendments to the document.

The link below will take you to the draft of this document and if a hard copy is required, please request one from the Dogs Queensland Office.

DRAFT RULES DOCUMENT

In regards to the draft, I would ask that you note the following:

1. Deleted words are shown in red strikethrough;
2. Added words are shown in green;
3. The Table of Contents currently shows page numbers only – Rule numbers per page will be added later;
4. The document has been sorted into more logical groupings and some Rules have been moved between sections to the correct groupings for ease of use;
5. All existing Policies and Procedures have been included in the Appendices.
6. All Rules amended/updated/added have either been;
   (a) already Board approved and in use in the current 2005 Rules;
   (b) agreed to by the Constitution & Rules Committee after discussion; or
   (c) ANKC approved updates.

We are hoping that when you come across dog related content on your social media channels that you find engaging, you send them to us so that our Facebook friends can enjoy them too.

MEMBER FEEDBACK REQUIRED RE PROPOSED ANIMAL MANAGEMENT LEGISLATION

As you may be aware, the Queensland Government has been working to introduce Legislation which deters the inappropriate breeding of dogs, sometimes referred to as ‘puppy farming’. We have been liaising closely with the Government on the proposed Legislation called Animal Management (Protecting Puppies) and Other Legislation Amendment Act 2016.

Dogs Queensland is 100 per cent supportive of the Government in its commitment to dog welfare and as a general principle, we support the need for enhanced Legislation. Our organisation has a long history of working with National, State and Council bodies to trial and implement practices which protect dogs.

Dog breeders registered with Dogs Queensland already meet stringent dog breeding standards and we have shared those standards with the Government. With our members expected to meet such high standards, we welcome a system which encourages other breeders to also do the same.

It is only in very recent discussions with Government that have indicated that it is likely under the new Legislation, that in order for Dogs Queensland to be an “approved entity”, thus making our members exempt from separate Government registration and fees, we would need to provide the State Government with the prefix numbers and all contact details of our breeder members. It is our understanding that the Government would publish your name, the breeder prefix number, local State area and a phone number or email address on its website for potential dog buyers to review.

If we do not accept a position as an “approved entity” under the proposed Legislation, members who wish to breed their dogs will be required to register with the Government directly and pay the appropriate fees.

Dogs Queensland is not prepared to automatically hand over its list of registered breeders’ contact details if they are expected to be published on the Government’s website.

We have offered the Government an alternate position of providing breeder prefix numbers and names only, with contact details via the Dogs Queensland office address. However, this was rejected by the State Government.

Accessing and publishing the private details of our registered breeders, many of whom don’t actually breed their dogs for sale, we believe, would not assist the Government in achieving the outcome it is seeking.

The State Government's Bill has passed its first reading in Parliament. Once passed at a second reading, it will be presented to the Governor to be proclaimed Law. We are increasing our communication with the Government to ensure any new Legislation truly reflects the interests of our breeder members who already meet high ethical standards.

In helping us liaise with Government, we seek your feedback. We ask potentially affected registered breeder members to email us your thoughts on the possibility of having your details available on the Government website in return for automatic registration without fees. Or the option that Dogs Queensland not become an "approved entity" and breeders register directly with the State Government should the Legislation be implemented.

MONTHLY KEY PERFORMANCE INDICATORS

As a result of the recent Members’ Forum, it was agreed to provide to the members more detailed information on a range of Dogs Queensland Figures so members are aware of the work being done in the Office.

As always, we are constantly reviewing our internal processes to look at ways to decrease the time elapsed from a piece of work being submitted to the Dogs Queensland office to the time it leaves the office. We will then monitor this Key Performance Indicator (KPI) against what is currently being achieved.

The main KPI in this regard and one that appears to attract the most scrutiny is for Litter Registration Applications. So, say for example, the agreed turnaround is 7 days, members will be informed as to our adherence to this KPI. I will work with staff and the Board of Directors in the coming days to ascertain this KPI and I will then let members know.

I also wanted to address the issue of our bulk emails sent out and will provide these figures below on a monthly basis. There have been complaints that people are not receiving some, if not all of the emails. You can see the sent/delivered comparisons in the report - please CLICK HERE. I would draw your attention to the fact that, on average, 33% of emails are opened. This is a comparatively large percentage based on industry standards but it still means that 67% of all emails sent are not being opened and read by members.

All emails are now also published on our Facebook page and the website. If you are not receiving them, please let us know. The email provider also gives us a report after each email with details of any that have been returned by that member’s internet service provider. The member is then contacted by the Dogs Queensland office to ascertain what the issue may be.

DOGS QUEENSLAND MAGAZINE AND WEBSITE

As a result of the recent Magazine Survey, we have now taken on board a number of comments provided on both the Magazine and the Website.

In regards to the Show/Trial Schedules, these are the major recommendations that need to be worked through;

• Redesign the Show Schedules in Black and White and increase the size of the fonts to improve recognition;
• Place the Show Date and Entries Close Date in a more prominent position.

The Black and White part is fairly easy to achieve. With the fonts, it is dependent on how much and what size of advert is provided by the Club. In regards to the second point, both dates have been added to the top of the Schedule. The Schedule will be Black and White and the date and closing date are in a completely separate colour, this now looks very clear. The new format will appear in the July Magazine.

The other main part of the recommendations from the Survey come from the reintroduction of the Data Reports, i.e. Litters, Titles, Exports and Prefixes. This can be done fairly easily from a design point of view and we are waiting on costings before presenting these costings to the Board.

In regards to the Website, you will have noted that we have recently introduced New Members Applications Online to go with the Online Renewals and Pedigree Look Up features. We are testing Online Litter Registration Applications at the moment and hope to engage some members in this testing in the very near future. It is also the plan to allow Direct Banking, along with Credit Card payments of course with the Online Litter Registration Applications.

The Website has also been totally rearranged in accordance with feedback received from the Survey. One of the main criticisms was the difficulty in members finding the appropriate form to use and the lack of logical arrangement. All of the 150+ forms that we use are now in the one place listed in an easy to find format using a key search word as the first word, e.g. Litter Registration Application, Prefix Application New 2016, Club Annual Report Form etc. Please click the following link to view the new Forms web page: http://www.dogsqueensland.org.au/Forms


All member information is now included under a Members Area in an easy to find format. Anything that you need to know as a member is listed there under the ‘Members’ tab at the top of the home page. DOGS QUEENSLAND BRANDED VEHICLES

Dogs Queensland is pleased to announce the latest weapon in our promotional armoury, a fully branded twin cab Ford Ranger. Click below for images;

Together with the Dogs Queensland trailer, the Ford Ranger will certainly be noticed in the marketplace. While the trailer previously provided the means to take the Dogs Queensland information out into the marketplace, there were difficulties associated with towing the trailer to events, and members and/or volunteers were using their own private vehicles to tow the trailer. Well, no more!

This an exciting venture, with both the vehicle and the trailer available for Committees and Clubs to use to promote Dogs Queensland to the public.

Already, the trailer and the new vehicle have been booked to promote Dogs Queensland at the Lowood Agricultural Show, the Rosewood Agricultural Show, and the Mt Gravatt Agricultural Show. The vehicles will also be used for transporting Dogs Queensland promotional material to and from the EKKA, and to attend the Gold Coast Pet Expo where the branded vehicles will be exposed to tens of thousands of the general public.

The trailer has already been out and about in the marketplace and has provided some of the much needed publicity and brand awareness that Dogs Queensland members have been requesting. The trailer together with the vehicle will certainly present an impactful statement wherever it goes.

There has been an enormous amount of work to get to this point, with examination of the benefits that the two vehicles will deliver to the organisation. The purchase of the vehicle was coordinated through a methodical process to identify the vehicle that best suited the needs of Dogs Queensland, and negotiate the purchase of a quality vehicle at a competitive price. Photographs for the branding were donated by Zoo Studio, the art design was conducted in-house by our own designer Michael Zweck, and the signage was applied by Bailey Signs who lease the billboard space at Durack. The vehicle will not sit idle and will be used during the weekdays to facilitate pickup and delivery of goods to and from Durack which the organisation is currently paying delivery fees for.

The trailer is fitted out with custom made shelving, stocked with breed brochures, display stands, gazebo, foldable tables and a cash register. The trailer has GPO’s and lighting for evening events.

Q & A’s

Is the Trailer and Vehicle available for Committees and Clubs to use?

Yes. A booking form is on the Dogs Queensland website, and contained in the Vehicle Policy document. To check if the vehicle & trailer are available, contact the Dogs Queensland office and availability can be checked. Read the Policy, print the form, complete and send to Dogs Queensland. Your booking is then complete!

Is there a fee for use?

No! There is no fee attached for the use of the vehicles. The vehicle and trailer are available for the sole purpose of promoting Dogs Queensland and are not to be used for other purposes or private use of any description.

Who pays for the fuel?

The vehicle is a Turbo charged Diesel vehicle and will be supplied with a Fuel card which can be used to fill the tank of this Vehicle ONLY with Diesel fuel. The vehicle is to be returned with a full tank of diesel fuel.

Who can drive the vehicle?

A nominated person by the Committee or Club who has an open and current drivers licence and has experience in towing a trailer. Driver’s License identification is essential. The nominated driver should be the only person who operates the vehicles.

Is the vehicle insured?

Yes. The vehicle is insured by Dogs Queensland.

What if there is an accident?

If the vehicle/s are involved in any form of incident, where the driver is found to be at fault, then the Insurance excess is payable by the driver.

What happens in the event of a breakdown?

The vehicle is supplied with a RACQ card for roadside assistance.

What about Tolls, who pays for them?

The vehicle will be fitted with an Easy-Tag.

We now have a highly visible way of promoting Dogs Queensland, our Clubs and Affiliates and to promote Dogs Queensland to a wider public audience.

Notice to Herding Judges and Competitors

Dogs Queensland wishes to remind all Herding Judges and Competitors that all Dogs Queensland sanctioned Herding Trials are to be run under the ANKC Rules and Regulations for Herding

Members are also reminded that Rule 249 (below) must be adhered to both within the Competition or Trial area and including the precincts of the Trial or Competition;

249. If, at any CCC(Q) recognised event, including all handling and training events sanctioned by the CCC(Q) , a dog displays or is reported to have displayed any unprovoked aggressive or savage disposition or behaviour toward any person, or any unprovoked, unacceptably aggressive or savage disposition or behaviour toward any other exhibit, it shall be the duty of any Judge, Steward, Club or Show Official, or any other member of the CCC(Q) or any Controlling Body, to report in writing to the Chief Steward/Show Manager any and all such incidents on the day of the exhibition before the closing of the exhibition. Where the incident occurs in the ring the Judge may, at any time, at his/her discretion, order that the exhibit concerned be removed from the judging ring and withdrawn from further competition. Having ordered removal/withdrawal of an exhibit, the Judge is to record the incident in his/her Judges book or record the information on the bottom of the Ring Steward’s Graph and submit a written report to the Show Officials.

Camping Around EKKA Time

Dogs Queensland is pleased to announce that it has been able to open up the Dogs Queensland Sports Grounds for Camping during the Ekka period of 5th to 14th August, Members will be able to Camp from the evening of 4th August and leave on 15th August but must be entered into the Ekka Competition. All Bookings must of course be made through https://www.showmanager.com.au/ on the Dogs Queensland Website.

Gazebos on the Dogs Queensland Sports Grounds 10th, 11th and 12th June 2016

In response to the feedback received to our email dated 1 June in regards to a change in Policy surrounding Gazebos for this weekend, the Board has made some alterations in regards to the weekend.

The Fox Terrier Club will move their Specialty Show on Saturday 11th June from Ring 10 to Ring 9 and subsequently the normal Gazebo Policy will be in place as per below;

• Gazebo’s can be assembled from 4:00pm the afternoon prior to the event.

• Gazebo’s may be left assembled overnight for two (2) or three (3) day events, provided that there is no matting left on the ground and gazebo’s are dropped to as low as possible.

• Campers may also arrive from 4:00pm the afternoon prior to the event but may only sleep in the designated camping areas on the grounds as per Brisbane City Council Regulations.

• Nobody is to sleep in gazebo’s around the rings.

• On the day of the event, the gates will be open from 6:00am by the Grounds Manager and the above Rules will apply.

• If these Rules are not abided by, disciplinary action will be taken.

• For emergencies where an ambulance or emergency vehicle is needed to enter the grounds prior to the 6:00am opening, an after-hours number will be available to the emergency services.

• No Gazebo of any description will be permitted to be assembled in the vicinity of the Judges’ Training area, or ‘Training Ring’ as designated on the map below. If any gazebo’s are found in that area, the owner will be asked to remove them straight away.

Dogs Queensland would however remind all competitors to be courteous and respectful to their fellow competitors at all times in regards to Gazebo assembly.

Dog World Magazine

Dogs Queensland has recognised the fact that the service provided by Australia Post is ever decreasing. As a result of this, as you know, we now produce the Electronic copy of the Dog World which is available on the 1st of the month. To further assist Members in receiving their posted copies, the deadline for all copy for the Magazine will be restored to its previous dates, ie the 25th of the previous month eg 25 June for August, 25 July for September, 25 August for October etc. This will be applicable from the August Edition.

FORTITUDE VALLEY CAR PARKING CONFIRMED

Dear Exhibitors,

The RNA is delighted to announce that we have secured parking for canine and cat exhibitors at the Fortitude Valley State School for this year’s Royal Queensland Show (Ekka).

Similar to last year, the RNA has been lobbying to have access to this parking area and we are pleased to advise of the following arrangements which will provide exhibitors with greater convenience:

Fortitude Valley School Parking:

  • 150 car parks available daily from August 5-14, book now to secure your spot
  • Open from 6am – 8pm
  • A vehicle will cost $30 per day while a car and trailer will be $50 per day - same prices as last year
  • Exhibitors are required to complete the attached booking form or click here to access online and email or fax back to the RNA
  • The RNA will process bookings and payments while Fortitude Valley State School P & C will manage vehicle arrivals
  • Exhibitors will need to present their car park booking receipt and photo ID to P & C. Receipts will be mailed to exhibitor’s once car park payment has been processed

Today, the RNA advised Dogs Queensland that they have now secured parking availability at the Fortitude Valley School for Ekka Parking 2016. Prices will be $30 per vehicle or $50 per vehicle with a trailer included.

Queensland Kennel Council Shows - 4 & 5 June

In conjunction with the Executive of the Queensland Kennel Council, Dogs Queensland have agreed to alter the programme slightly to assist members by endeavouring to complete the Shows before the forecast rains arrive.

Originally, the Championship Show on Saturday was to commence at 9:00am. It will now commerce at 8:30am.

The Open Show will still commence at 8:00am but no General Specials will be held.

The Sunday Championship Show remains unchanged and will start at 9:00am.

UPDATED RULES DOCUMENT & MEMBER FEEDBACK

As you may be aware, the Constitution and Rules Reform Committee have been working for over a year on a review of the CCC(Q) Ltd Rules and Code of Ethics March 2010.

The new draft Rules document from the Committee was presented to the Board at their meeting on 23 May and it was agreed to seek feedback from members in regards to further suggested amendments to the document.

The link below will take you to the draft of this document and if a hard copy is required, please request one from the Dogs Queensland Office.

DRAFT RULES DOCUMENT

In regards to the draft, I would ask that you note the following:

1. Deleted words are shown in red strikethrough;
2. Added words are shown in green;
3. The Table of Contents currently shows page numbers only – Rule numbers per page will be added     later;

4. The document has been sorted into more logical groupings and some Rules have been moved between sections to the correct groupings for ease of use;
5. All existing Policies and Procedures have been included in the Appendices.
6. All Rules amended/updated/added have either been;
   (a) already Board approved and in use in the current 2005 Rules;

   (b) agreed to by the Constitution & Rules Committee after discussion; or
   (c) ANKC approved updates.

GUIDANCE NOTES (JUDGING OF NEUTER CLASSES)

Please note the following regarding the above:

These notes are to be read in conjunction with Rule 161 and pertain to the judging of Neuter Classes at all levels.

Procedure

Where Neuter classes are offered, they are to be judged at the end of Breed/Group/Show judging at the completion of normal classes. Where more than one (1) class is offered, Neuter Certificate (challenge) and Neuter of Breed runoffs are to be conducted to determine Neuter Certificate Dog and Bitch plus Reserve Neuters, then Best and Runner up Neuters of Breed. Class runoffs may also be required where a dog and bitch have been entered in the same class and those classes were not eliminated by Best or Runner Up.

Neuter in Group and in Show are to be conducted at the completion of normal classes commencing with Best/Runner Up Neuter in Group/Show and then the classes (if offered) where not eliminated. Where only class 18/18A is offered there will be no class runoffs.

Points

Points are to be awarded in the following manner – one (1) point for each dog exhibited plus five (5) points for the Certificate. The Neuter of Breed/Group/Show are also awarded one (1) additional point for each Neuter beaten in the Breed/Group/Show to a maximum of twenty-five (25) points per Show.

Awards

Awards are to be presented for Best/Runner Up Neuter in Group/Show and all classes of Neuter (15/16/17/18). Where only Class 18/18A is offered, only Best and Runner Up Neuter in Group/Show awards are to be presented with no class award.

The rationale for Best and Runner Up is that, should the best be disqualified after judging, then the award and points can be awarded to the Runner Up as with normal judging.

ALTERED CAMPING POLICY & CAMPSITE WASHING MACHINE

The Board, in conjunction with the Grounds Committee, has identified an issue with sites 1-20 where Motorhomes and Caravans were having difficulties accessing those particular sites. Subsequently, the Camping Policy has been updated,

From this;

4. Sites must be booked according to the configuration of vehicles and trailers, i.e. sites cannot be shared by two (2) vehicles or a vehicle and a motorhome – a separate site will need to be booked for each. When booking your site, please take into consideration the size of the available sites and the area you require. Sites 27-40 are the largest, then sites 42-50, followed by sites 1-26. Also please note that site 41 is not available to be booked, along with sites 36-40 that will be unable to be booked when clashes with Lure Coursing Events occur.

To this;

2017 DOG CALENDAR

It’s all about the dogs!

Dogs Queensland is working with an award winning photographic studio preparing a 2017 dog calendar. It is designed to showcase a number of purebred dogs and Dogs Queensland plus highlight ‘what dogs do’.


We are currently searching for the following:

• A Hero Dog – one who is either an assistance dog or has a history of helping;
• A rarer breed – the photographer has suggested a Puli…???;
• A Herding or Working dog (or Agility or Dances with Dogs).

It is important to note that the dogs selected to star in this calendar must be registered, purebred and most importantly MUST have a unique spirit with which the studio photographer can work with and bring out the individual personality of the dog.

It is also worth noting that the dogs selected and featured in the calendar will only be referred to by their call name. The registered name (and the owner’s name) will not be included in the calendar.

In the short term, Dogs Queensland will still provide you with a hard copy as well as a digital copy, however if you wish to not receive a hard copy, please let us know by return email or send an email direct to dogblog@dogsqueensland.org.au.

Subsequent to this, when the Renewal period for 2017 commences later in the year, included will be an "opt out of hard copy" box to assist members. New Members will also be given that option when they join.

The Board wish to remind members of the next Board of Directors' Forum which is being held at Durack in the Function Room on Sunday 22 May from 12:30pm (light refreshments provided). Does anyone have anything from 40 or 50 years ago that they can share with us? We will be able to get access to a machine that coverts VHS tape to a digital file if needed.

RNA- EKKA UPDATE & ENTRIES NOW OPEN

Dear Exhibitors

Entries have now opened for the 2016 Royal Queensland Show (Ekka) Canine Competition which this year features an exciting new Australian first judging system.

As outlined to exhibitors in December last year, this revolutionary system means dogs will be judged in their group on one day using two international judges.

The group specials will be judged at the end of each day with Best in Group, Runner-Up, Puppy, Baby, and Neuter to come back on the last Saturday for General Specials.

The obedience classes will be held over two afternoons while Dances with Dogs, Rally Obedience and Agility will all be held on the last day of show.

This is a first for the Royal Shows in Australia and reinforces our commitment to making the Ekka the most exhibitor friendly event by streamlining the competition.

It also ensures that exhibitors can plan ahead knowing that all group judging will take place in a single day, unlike previous years where the group judging has been split across several days.

The Specialty Show this year will focus on the Toy Breeds in Group 1 and will be held on Friday 12 August 2016.

LOCATION

The 2016 Canine Competition will be staged in the same area as last year – Animal Boulevard in Buildings 10 and 11. This location provides greatly improved drop off and pick up points. Exhibitors can drive into Gate 2a from St Pauls Terrace, drop off or pick up, and then exit back onto St Pauls Terrace.

Please note -  similar to last year canine exhibitors DO NOT require a Vehicle Access Permit, this ensures exhibitors are able to drop off and pick up at their convenience.

PARKING

Fortitude Valley State School parking: In previous years, exhibitors have been able to park at Fortitude Valley State School. The RNA is currently in talks with the Queensland Government to secure the site for parking for this year’s show and will update exhibitors as soon as a decision has been made by the Government.

Please note that other parking options are being finalised and further details will be released in the Canine Competition Information Guide.

The All Dogs Sports Spectacular Committee is busy preparing for this year's event, which is being held at Durack on Sunday 21 August 2016.

KENNEL ASSOCIATION OF QLD - CHANGE OF JUDGES 16-17 APRIL

The Kennel Association of Qld have had to make the following amendments for their Open and Championship Shows being held on Saturday 16 & Sunday 17 April at the Dogs Queensland Showgrounds, King Ave, Durack:

Mrs P Brown is no longer able to judge Collie Rough & Smooth for Show 1 on the Saturday. The Collies will now be judged by Mrs J Montford (NSW) in Ring 6, prior to the commencement of Group 7.

Miss K Mangan is no longer able to judge Gundogs on the Saturday. We are very pleased to advise that Mr T Thomas has agreed to judge Group 3 for us. This will be Tim's first Gundog appointment in South-East Queensland.

For the Open Show on the Sunday, Mrs C Walker is unable to judge Group 3 and Mr A Addicott has kindly agreed to judge Group 3.

CARE REQUIRED IF ATTENDING DURACK TONIGHT

If you plan on attending the AGM at Durack tonight, please ensure you take care when driving through the grounds.

Along the bitumen road directly ahead as you enter through the gate, the Grounds Committee have been digging some holes on both sides of that road to cater for specific requirements for the camping area.

Please ensure you stay on the bitumen roads whilst within the grounds today, particularly in the areas between the gate and the toilet block - do not drive on any non-bitumen areas.

DURACK GAZEBO POLICY

All Members are asked to take note of the policy surrounding the assembling of Gazebos at the Dogs Queensland Sports Ground;

•  Gazebo’s can be erected from 4:00pm the afternoon prior to the show.

•  Gazebo’s may be left erected overnight for two (2) or three (3) day shows, provided that there is no matting left on the ground and gazebo’s are dropped to as low as possible.

•  Campers may also arrive from 4:00pm the afternoon prior to the show but may only sleep in the designated camping areas on the grounds as per Brisbane City Council Regulations.

•  Nobody is to sleep in gazebo’s around the rings.

•  On the day of the show, the gates will be open from 6:00am by the Grounds Manager and the above Rules will apply.

•  If these Rules are not abided by disciplinary action will be taken.

•  For emergencies where an ambulance or emergency vehicle is needed to enter the grounds prior to the 6:00am opening, an after-hours number will be available to the emergency services.

In addition to this, NO
 Gazebo of any description will be permitted to be erected in the vicinity of the Judges’ Training area or ‘Training Ring’ as designated on the map below. If there are any found to be there, the owner will be asked to remove them straight away.

NOTICE is hereby given that the ANNUAL GENERAL MEETING OF MEMBERS of the Canine Control Council (Queensland) Limited will be held in the DURACK CLUBHOUSE, CCC(Q) Ltd Showgrounds, King Avenue, Durack at 7:30pm on Wednesday 30 March 2016. All Members have a right to appoint a proxy under Clauses 55-59 of the CCC(Q) Ltd Constitution.

Business to be conducted:

•    Receiving the report of the Board of Directors for the previous year.
•    Receiving the annual financial accounts duly certified by the Auditor.
•    The appointment of the Auditor for the next Financial Year.
•    Confirmation of CCC(Q) Ltd Income Tax and Capital Gains Tax exemption status.
•   Any other item of business submitted in writing by a member to the Secretary not less than fourteen (14) days prior to the date fixed for the AGM.

In accordance with Clause 48.1(5) of the CCC(Q) Ltd Constitution, Members were asked to submit any additional items of business to the CCC(Q) Ltd Office no later than 15 March 2016. To assist Members in providing the most accurate and timely information, if anyone had any questions in regards to the financial accounts it was requested that those be submitted no later than 15 March 2016.

The items received were as follows:


1 - Ipswich Kennel Club – Ms P Johansen

A study of average monthly temperatures shows that March has the same as December, therefore it should be policy that clubs holding shows from 1st October till 31st March be required to commence shows no earlier than 4pm.


2 - Poodle Club of Qld – Ms P Morgan

That all members of the Poodle Club of Queensland Inc. support the reinstatement of the monthly litter registrations and title awards back to the main magazine rather than on the website as it is currently.

3 - Maree Kennel Club – Mrs J Ireland

a. That the Committee Minutes be placed on the website for members perusal.

b. Analysis of the Office Staff - why are we having an internal assessment of employees positions by Dogs Queensland Board members and not by an independent company.

4 - Gold Coast Canine Club – Mr W Smith

While looking through the Financial Annual / Reports.
Under the Heading: Committees Reports. (Directors present their Reports etc).
I found only C/V presented and no reports. This type of presentation could be construed as advertising.
I would appreciate the reports from each member of the board of directors to be presented at our AGM giving an account of their functionality and vision into the future of our sport in Queensland.


Note 1: All Financial Members are entitled to attend the AGM, vote at the AGM and submit Items of Business for the AGM. Any renewing Members from 2015 who are yet to pay their 2016 Renewal Fees may only attend the AGM but may not vote at the AGM unless their 2016 Renewal Fees are paid prior to the AGM.

American Staffordshire Terrier Club - Lure Coursing Trial Cancelled

The American Staffordshire Terrier Club Lure Coursing Trial that was to be held on Sunday 10 April at Durack has been cancelled. The first Lure Coursing event for this Club will now be held on Sunday 1 May at Durack.

Please note that for the Crows Nest Ag Show being held at the Crows Nest Showgrounds, New England Hwy, Crows Nest on Saturday 7 May, please place a stamped, self-addressed envelope for return of numbers in with your entries.

German Shepherd Dog ANKC Survey Results

Recently, ANKC Ltd conducted a survey to ascertain the opinion of registered German Shepherd Dog owners in relation to Litter Registration Limitations of the breed. The responses received have indicated overwhelming support for the following:

Litter Registration Limitations are to be amended as follows and will apply for litters born from 1st January 2017:-


1.1       Both parents of every litter must be screened for Hip Dysplasia through an official Hip Dysplasia Control Scheme.  Where the parents have been born after the 30th June 2015, they must record a score of no more than eight (8) on either hip, with no more than three (3) in any one area, or in the case of imported animals, a grading that is deemed to be acceptable for breeding in their country of origin.

1.2       Both parents of every litter must be screened for Elbow Dysplasia through an official Elbow Dysplasia Control Scheme. Where the parents have been born after the 30th June 2015, they must record a grading of Normal, Near Normal or Grade One on both elbows, and must be free from the condition of UAP (Ununited Anconeal Process).

Breeders of litters whelped on or after 1st January, 2017, will be required to comply with the requirements as a prerequisite to registration of any litter on the ANKC Ltd Main Register. Dogs must be positively identified by microchip, and/or tattoo prior to being x-rayed.  Litters which do not meet the above requirements will only be able to be placed on the Limited Register and will be flagged not to be upgraded.

(4) the right to stand for election to the Board of Directors;

(5) the right to attend and vote at the Annual General Meeting and any Special General Meeting of the CCC(Q) Ltd; and

(6) the right of access to the CCC(Q) Ltd library;

NOTICE is hereby given that the ANNUAL GENERAL MEETING OF MEMBERS of the Canine Control Council (Queensland) Limited will be held in the DURACK CLUBHOUSE, CCC(Q) Ltd Showgrounds, King Avenue, Durack at 7:30pm on Wednesday 30 March 2016. All Members have a right to appoint a proxy under Clauses 55-59 of the CCC(Q) Ltd Constitution.

Business to be conducted:

• Receiving the report of the Board of Directors for the previous year.
• Receiving the annual financial accounts duly certified by the Auditor.
• The appointment of the Auditor for the next Financial Year.
• Confirmation of CCC(Q) Ltd Income Tax and Capital Gains Tax exemption status.
• Any other item of business submitted in writing by a member to the Secretary not less than fourteen (14) days prior to the date fixed for the AGM.

GOVT LIAISON - PUPPY FARM MEMBER REPORT

Members would no doubt be aware that the recently appointed Minister for Agriculture & Fisheries (Hon Leanne Donaldson MP) announced on Tuesday 16 February that she had introduced a Bill to Parliament that would end cruel puppy farms in Queensland.

The media release from the Minister read as follows:

An end to puppy farms in Queensland and the cruel and ruthless exploitation of dogs for profit is a step closer after Agriculture and Fisheries Minister Leanne Donaldson introduced a Bill into Parliament this week. Minister Donaldson said the Bill to legislate for compulsory registration for dog breeders would mean cruel puppy farms would no longer be able to go undetected.

"A new dog breeder registration system will, for the first time, make it possible to locate and close down those dog breeding facilities where profit is put before the welfare of dogs," the Minister said. "Shutting down unethical puppy farms was a 2015 Labour Government election commitment, and we are delivering on that promise.

"I want to thank the RSPCA, Dogs Queensland and other animal welfare organisations for the work they have done in conjunction with the Government on this Bill." Minister Donaldson said the government had undertaken extensive consultation including a public survey completed by more than 8300 people and 95% of respondents supported compulsory registration for dog breeders.

"This will be backed up with compulsory standards and guidelines for breeding dogs developed in consultation with the RSPCA and Dogs Queensland," she said. "Once finalised, the standards will be adopted as a compulsory requirement under the Animal Care and Protection Act 2001 and will apply to all dog breeders in Queensland.

"As with any industry, there are those people that do the right thing and those that don't." RSPCA Qld CEO Mark Townend said RSPCA staff and volunteers were only too well aware of the animal welfare issues associated with puppy farms. "We've been forced to seize animals from conditions that were appalling," he said.

"It's purely a money-making exercise and often the dogs bred there suffer from genetic conditions that will cost future owners thousands of dollars in veterinary bills. "We wholly support this initiative. It is legislation that we believe will make it a lot easier to control irresponsible and illegal breeding".

Minister Donaldson said the government's intention was to force out of business the estimated 100 Queensland puppy farm operators who were not prepared to trade transparently.

"Our target is those breeders who are not prepared to consider the health and well-being of their dogs and those who seek to hide from scrutiny because their practices are reprehensible," the Minister said.

"This Government is committed to providing legislation and standards that protects the reputation of Queensland's animal industries and ensures the welfare of all animals.

"The community has shown it wants to end this practice. Ethical dog breeders and animal welfare organisations are behind this legislation and we are calling upon the Opposition to join with us to kick these rogue operators out of Queensland".

At the same time, Biosecurity Queensland posted the following details on their website. This information is far more detailed and indicates that a number of concerns which we had raised in the past may have been addressed:

On 16 February 2016 the Animal Management (Protecting Puppies) and Other Legislation Amendment Bill 2016 (Bill) was introduced to Parliament. This Bill will put in place measures so that cruel puppy farms will no longer go undetected in Queensland.

For the first time, a new dog breeder registration scheme will allow authorities to locate and close down dog breeders who put profit before the welfare of dogs. Dog breeders in Queensland will be required to register for a dog breeder identification number and then display their breeder ID when advertising dogs for sale, exchange or give away.

Breeders will also need to record their breeder ID against the microchip details of dogs they breed allowing a dog to be traced back to their breeder. This will be backed up with compulsory standards and guidelines for breeding dogs which are being developed in consultation with the RSPCA and Dogs Queensland.

The breeder registration scheme will allow people to check that the breeder is registered and confidently buy a dog knowing that the breeder is accountable for the welfare of their dogs and they can be found if they are not doing the right thing.

Exemptions
Primary producers who breed working dogs and accredited breeders of approved entities will be exempt from the registration scheme. Organisations that already register their members, will be able to apply to become an approved entity. Members of approved entities will still need to display their accredited breeder number when supplying dogs and have their number recorded against the dog's microchip information.

Consultation
In drafting this Bill, the Queensland Government undertook extensive consultation, including a public survey completed by more than 8,300 people and almost 500 email submissions. The vast majority of Queenslanders support compulsory registration for dog breeders to ensure breeders are able to be tracked.

Members will have noted the description of an “approved entity” as it appears under the heading – Exemptions. This description covers Dogs Queensland and our members – it is quite normal in Legislation not to specifically mention the approved entity by name. That is done to ensure that if a new organisation were to evolve in the future (or an approved entity ceased to operate) that the legislation could remain intact without costly changes being made.

ext Steps
We have been invited to attend a top level meeting with the Director General of the Department of Agriculture during the first week of March 2016 – the purpose of that meeting will be to understand and sign off on an agreement that recognises Dogs Queensland as an “approved entity”.


We have also been provided with a draft copy of a Breeder Code of Practice which has been prepared by Biosecurity Queensland staffers. We have been asked to make changes and suggest alterations to this document where appropriate – remember we already have our own Dogs Queensland Breeder Code of Practice so what we will be looking for is examples of where their proposed code is weaker than ours.

There is still some way to go before this proposed Puppy Farm Legislation becomes law in Queensland. That means that there are still opportunities for Dogs Queensland to recommend changes or attempt to make alterations to the draft Legislation that will ensure better protection for our members.

The very best protection that our members can still have is to apply for (and be granted) a breeder permit (or approval), or a formal kennel licence by your Local Council. That means that you are fully compliant with Local Laws and that you have permission to keep additional dogs on your property.

It is important that members understand that the State Government can’t introduce Legislation that overrides or weakens existing Local Laws. So where a Local Council requires that you need to apply and be approved before you keep more than the standard two dogs on your property and to also breed from those dogs, then those Local Laws will remain in force.

GUIDANCE FOR THE REGISTRATION OF DOGS WHOSE STANDARD INCLUDES HIGHLY UNDESIRABLE COLOURS

At the October 2015 ANKC Ltd Board Meeting, it was resolved to include on any Breed Standard stating that ‘highly undesirable’, in terms of colour, is to be interpreted as not acceptable for inclusion on the Main Register.

Subsequent to this meeting, it was agreed that 1 January 2017 would be the implementation date for that resolution and that prior to that date, the Breed Standards Co-ordination Group would report to the Board on the implications of implementing this decision.

This means that currently, there has been no change to the registration of dogs of a highly undesirable colour listed in the standard and as such, all State Member Bodies have been requested to continue to place dogs on the Main Register exactly as was done up until 31 December 2015.

The National Breed Standards Co-ordination Group is presently looking at this and will submit a report to the first available Board Meeting so that Directors can determine whether the original motion will come into effect on 1 January 2017 or whether some other course of action will be taken.

ZONE 2/3 DOTY/POTY WORKING PARTY (Sent to Zone 2 & Zone 3 Members Only)

At the most recent Dogs Queensland Board Meeting, on a motion from Mr Pettett, the Board discussed and agreed that the possibility of re-introducing Zone events like DOTY / POTY be investigated.

It is important to note that the Queensland DOTY / POTY Final will be held in Brisbane each year with all qualifiers from throughout the state welcome to attend, however the Board has also noted the potential benefits of similar events being conducted in the Zones for regional exhibitors (NOTE: Zone events will not be qualifying events for DOTY / POTY but will be independent, similar competitions held in Zone 2 and Zone 3 as a special night to recognise high award show winners).

Dogs Queensland would like to invite interested members in Zone 2 and Zone 3 who wish to participate as part of a consultative forum in relation to the potential re-introduction of Zone events to register their interest with Dogs Queensland.

There are many issues to be investigated such as the sustainability, composition and the workers required to make these events possible and the consultative forum would exist for the purpose of feedback and discussion of potential ideas and initiatives to make these possible and input into the development of proposals to be submitted to the Board. Due to timings, the earliest possible re-introduction would be in 2017.

REINSTATEMENT OF ZONE 3 JUNIOR HANDLERS COMPETITIONS (Sent to Zone 3 Members Only)

In September 2015, the Dogs Queensland Board took the unprecedented step of deferring all future Junior Handler Competitions within Zone 3 until further notice. This step was taken as a result of reported undesirable behaviour, comments and Social Media activity that impacted on our young members in relation to all Junior Handler competitions.

At the January 2016 Board Meeting, the Board discussed this issue at length and reviewed its September 2015 decision.

As a result of this review, the Board has agreed that Junior Handlers Competitions for Zone 3 should be recommenced with immediate effect. The Board will continue to assess behaviour at Shows and on Social Media and the decision may be reassessed once again if any further incidents occur during the year.

SURVEY - POTENTIAL LITTER REGISTRATION RESTRICTIONS

As mentioned in Shane Thomas’ President’s Message in the January 2016 Dog World, the State Government is looking to introduce so called ‘State Puppy Farming Legislation’ and as further stated, we are doing our level best to stay at the forefront of the matter and gain exemptions for our Members.

To strengthen the case of Dogs Queensland, it has been agreed by the Board that Members’ initial feedback be gained in regards to the maximum numbers of litters that a Member can breed per household in a calendar year. At present there are no restrictions.

Below is a simple survey for Members to convey their feedback to assist the Board with their decision making process. The survey will be open from 20 January to 17 February 2016 inclusive.

-    Position Dogs Queensland as the authority on dog breeding in Queensland,
-    Make Dogs Queensland the ‘go to’ voice for comment on anything related to dogs in Queensland.

PPR will take a proactive role in ensuring that Dogs Queensland is on the front foot for all potential issues by providing strong content to both Social Media (including Facebook) and more traditional mainstream media.

PPR will also ensure that all levels of Government become increasingly aware of the standards set by Dogs Queensland, especially in regards to any proposed State Puppy Farm Legislation by the Queensland Government.

The Dogs Queensland Board welcomes PPR and it is hoped all Members will both see and reap the benefits of the appointment in 2016 and beyond.

DROUGHT RELIEF FUNDRAISING DOG SHOWS AND VIRTUAL DOG SHOW – ENTRIES CLOSING SOON!!

Two Championship Shows will be conducted on Saturday 23rd & Sunday 24th January 2016 in Gladstone (at the Showgrounds) for the purpose of raising funds for Drought Relief. In conjunction with these two Shows, a Virtual Dog Show is also being conducted to enable members and the public to support this initiative.

We are pleased to welcome Mr Tony Valli (NSW) and Mrs Noreen Harris (VIC) as our Judges for these Shows.

The majority of Queensland is now drought declared and while this fundraising initiative will go nowhere near solving the issue, it is our way of supporting those affected by the impacts of the current environmental conditions.

All monies raised will go directly to Drought Relief initiatives.

Please support this initiative with your entries for either the Championship Shows and / or the Virtual Show. The weekend should be an enjoyable time for members to come together and enjoy our hobby while supporting a very worthy cause. Entries are available online through Show Manager or by paper entries. CAMPING UPDATE

Just to keep you up to date with the latest developments, on 26th October 2015, the ‘Development Application for Extensions to Existing Club (ancillary caravans and tents) over 247 King Avenue, Durack’ was lodged with the Brisbane City Council (BCC).

Put simply, this is the necessary application to allow Caravans and RV’s to stay at the Dogs Queensland Sports Grounds around Show Days. Dogs Queensland, working closely with Town Planners, Norris Clarke and O’Brien, negotiated heavily with BCC to reduce the fee for the application and were rewarded with a 50% reduction to just over $15,000. This was paid on 4th November 2015 and allowed BCC to commence work on assessing the application.

On commencement of the assessment, BCC initially indicated that they would request any further information regarding the application within 10 business days, this time period was then extended, as they are permitted to do.

On 2nd December 2015, BCC requested further information, mainly in regards to a Bushfire Management Plan that was requested under section 276 of the Sustainable Planning Act 2009. This required the services of an Ecologist and the fee for this survey was approved at the Board Meeting on 14th December 2015. Owing to the Christmas break, this survey was unable to be completed prior to Christmas and will be completed next week, that is, the week commencing 11th January 2016. Once completed, this and the other information requested by BCC, will be lodged with BCC

Once this is lodged, then the Public Notification period can commence, this will take 15 Business Days. Then, providing there are no further issues and no further issues are foreseen, BCC have 20 business days to decide upon the application.
