JESSIE BEATTIE FUNERAL

The following is a message from the West Highland White Terrier Club of Qld:

It is with great sadness we advise that The West Highland White Terrier Club of Qld and the Terrier Community has lost one of it's own. Club stalwart, Jessie Beattie (Moirungu Westies) passed away late last week. She will be forever in our hearts, remembered as a fierce lover and proctor of our wonderful breed, and like the the dogs she so adored, as a kind and loyal friend.


A service celebrating Jessie's life will be held at 10:00am on Wednesday 21 June at the Uniting Church on the corner of Rode Rd and Gympie Rd, Chermside.

Representatives from the Club will be attending and you are more than welcome to join us as we remember this wonderful lady.

This is a reminder of Dogs Queensland's partnership and involvement with the 2017 Dog Lovers Show to be held at the Royal International Convention Centre at the Brisbane Showgrounds, home of the ‘Ekka’ on Saturday 4 and Sunday 5 November 2017.

All Clubs and/or Groups of Breeders are invited to participate for free at this exciting new event in Brisbane, along with Dogs Queensland. Since 2013, this multi-award winning show has grown to become one of the largest festivals in the world dedicated to our best friends and educating, entertaining and informing dog lovers.

A number of documents can be viewed below (just click on the relevant links), including information on the Breed Showcase, a Fact Sheet on the show, Floor Plans for the ground and upper levels (Breed Showcase is located on the ground level – see the stands shaded in green), as well as the Booking Form for you to complete and return to confirm your stand in the Breed Showcase. Stands will be allocated on a first-in-best-dressed basis and for detailed information on the show, please visit the following website: http://dogloversshow.com.au/brisbane.

We are also looking at presenting a Breed Showcase in the Royal Canin Arena at the show, so please let us know if you are interested in providing dogs/handlers for this ‘live’ show to be hosted by Dr Chris Brown (Bondi Vet) and celebrity vet trainer, Peta Clarke.

Dear Member

Don’t miss the chance to put your paw-fect pooches on show, with entries for the 2017 Royal Queensland Show (Ekka) Canine Competition closing in two weeks.

Entries must be in by Monday 26 June at 5pm, so make sure you enter now to ensure you don't miss out.

The show will once again utilise the revolutionary judging system which was successfully introduced last year, judging dogs in their group on one day using a number of international judges.

The Specialty Show this year will focus on Working Dogs (Group 5) and will be held on Friday 18 August, 2017.


LOCATION
The Canine Competition will be staged in the same area as last year – Animal Boulevard in Buildings 10 and 11. For convenient drop off and pick up, exhibitors can drive up to Gate 2a from St Pauls Terrace, drop off or pick up, and then exit back onto St Pauls Terrace.

Please note, similar to last year canine exhibitors DO NOT require a Vehicle Access Permit. This ensures exhibitors are able to drop off and pick up at their convenience.


PARKING
Fortitude Valley State School parking is once again confirmed for this year’s show and the following arrangements are in place for Ekka from 11 - 20 August:

    • Open from 6am - 8pm
    • A vehicle will cost $30 per day while a car and trailer will cost $50 per day
    • Exhibitors are able to book their car parking online as part of their entry or via a booking form available on our website and return by email or fax to the RNA
    • The RNA will process bookings and payments while Fortitude Valley State School P & C will manage vehicle arrivals
    • Exhibitors will need to present their car parking booking receipt and photo ID to the P & C. Receipts will be mailed to exhibitors once car parking payment has been processed

      Please note that other parking options are also available:

    • Metro Parking, Royal Brisbane and Women’s Hospital, 20 Butterfield St, Herston
    • Secure Parking, Valley Metro, 230 Brunswick St, Fortitude Valley

SHOW DATES 2019

Dogs Queensland is pleased to announce the results of the recent Summer Start Time survey.The question we asked was;


‘Do you believe that Conformation Shows in Queensland held in November, December, January and February should commence no earlier than 4:00pm?’

We received 546 responses and 85% of Members were in agreement.


Dogs Queensland has since agreed that a Working Party would be formed to look at all Show Dates and start times for all Conformation Shows including Agricultural Shows, more details including the Working Party’s terms of reference will be provided to all Members shortly.

In view of the fact that Show Dates for 2019 are going to be the subject of a review, all Clubs have been asked not to make arrangements for Judges in 2019 at this time as there could be a change in their Show Dates.

REFRESHMENT OF EXISTING COMMITTEES/SUBCOMMITTEES & APPOINTMENTS TO NEW COMMITTEES

Once again it was agreed by the Board that that all existing Committees would be refreshed and reconstituted effective after the AGM on 29 March 2017. The current Committees will remain until the end of June 2017.

It was also agreed that where possible, all Committees will be Chaired by a Director or if that were not possible, then one of the Directors will be a Member of the Committee.

Any and all EOI's must be received no later than 21 June 2017. The Board of Directors will then finalise the make-up of each Committee at their Board Meeting on 26 June 2017.

It is vital that Committee Members should be team players and be available to attend Meetings and Events conducted by relevant Committees and Subcommittees. Applicants may wish to send a resume of their past experiences that will demonstrate their commitment to their individual discipline or particular area of interest.

QUEENSLAND DOG BREEDER REGISTER UPDATE

Dogs Queensland has been recognised by the State Government as an Approved Entity.

Dogs Queensland has communicated with its breeder members to obtain permission to provide their designated details to the Department of Agriculture and Fisheries for inclusion in the new Queensland Dog Breeder Register.  As these details are private, breeder members must consent before Dogs Queensland will provide this information.

Under the legislation, all dog breeders have to be registered on the Register. The Act applies to all litters whelped after 26 May 2017.

Dogs Queensland thanks our breeder members who have responded to the survey distributed by email (or mail where electronic completion was not available) to provide their consent and designated details and Dogs Queensland has now provided this list to the Government to include in the Register.

Breeder Members are able to check if they are included on the Register through the following link – please use the membership number you provided in the survey to search:

Dogs Queensland will provide assistance to any breeder members who are not currently listed in the Register to obtain their permission and details to enable inclusion in the Register.  Please contact the Dogs Queensland office immediately for assistance in doing this.  The legislation requires that all breeders must be registered, and Dogs Queensland strongly recommends that our breeder members do this as part of the approved entity.

•  If you have already provided permission to us, along with your details, you do not need to do anything further. Your Dogs Queensland membership number that you listed in the survey will be recognised as your supply number.

•  Dogs Queensland breeder members who have provided us with approval for their details to be given and uploaded onto the register, do not need to register directly.

•  If you have not provided permission to us, please complete the survey emailed to you (issued 9 February and 12 May) – please advise the office immediately if you do not have this so the situation can be resolved and we can provide a hard copy of the survey to complete if necessary.

IMPORTANT

•  Breeders must be subscribed to the Register and have a supply number within 28 days of their puppies being born.

•  All breeders must display their supply number when giving away, selling or advertising dogs or puppies. It must also be included in the microchip information of the dog.

The Register comes into effect today (26 May 2017) and has been established by the Queensland Government to help authorities identify dog breeders and give all dog buyers the peace of mind they already receive from Dogs Queensland breeder members. It will be an offence to supply dogs, born on or after this date, without a breeder supply number.

DOGS QUEENSLAND AGILITY COMMITTEE TRIALS 19 MAY POSTPONED

Due to the predicted weather conditions, the Dogs Queensland Agility Committee Jumpers & Games Trials that were scheduled at Durack for Friday evening 19 May 2017 have been postponed.

Organisers will meet at a suitable time in the near future and in consultation with Dogs Queensland, another suitable date will be agreed and communicated to members.

CANINE OBEDIENCE CLUB OF TOWNSVILLE OBEDIENCE TRIAL 19 MAY CANCELLED

Due to the Judge not being able to travel because of the current rainy conditions and the grounds being very soggy, the Canine Obedience Club of Townsville Obedience Trial that was scheduled for tonight, Friday 19 May 2017 at Heatley Park, Fulham Rd, Townsville has been cancelled completely.

The Club is still planning on proceeding with tomorrow's Trials as scheduled, provided that the weather clears as predicted.

Due to the current rainy conditions, flooding and in the interests of everyone's safety in North Queensland at the moment, the Charters Towers Canine Club Championship Shows that were scheduled for Saturday 20 & Sunday 21 May 2017 at Wordsworth Park, Woodstock has been postponed.

Organisers will meet at a suitable time in the near future and in consultation with Dogs Queensland, another suitable date will be agreed and communicated to members.

As a result of the Bowen Kennel Club Shows that had to be rescheduled from 8 & 9 April due to Cyclone Debbie, the Board has approved for these Shows to be held in conjunction with their previously approved Shows on 3 & 4 June.

There will now be 5 Championship Shows run over the weekend from Friday 2 to Sunday 4 June at the Ingham Showgrounds, Cooper St, Ingham.

Further to the email I sent on 8 February (copy at the bottom of this email), I will provide you with an update on a couple of important matters.

In regards to the following paragraph from that email;

‘The matter was discussed once again at the Dogs Queensland Board Meeting on 30 January and it was unanimously resolved that Dogs Queensland would apply to the Queensland Government to be recognised as an approved entity under the Animal Management (Protecting Puppies) and Other Legislation Amendment Act 2016 (Act) and the General Manager be authorised to make such application.’

The application was finalised and lodged on 19 February. Since lodgement, we have been in constant contact with Biosecurity Queensland and as yet, although we have received verbal confirmation that our application has been approved, we have not received confirmation in writing. We are also lead to believe that as yet, no organisations have received any form of written approval.

Further to this, in regards to these paragraphs;

Further to my recent updates on the Legislation amendment, I give you an update below.

As a reminder yet again, the process for Dogs Queensland applying to become an approved entity follows:

1.         Meet with BioSecurity Queensland to discuss the requirements for approved entities under the Act and the functions of the database.

2.         Following the meeting, Dogs Queensland would need to provide BioSecurity Queensland with a written proposal of how they would be able to meet these requirements.

3.        BioSecurity Queensland will assess the proposal to ensure it will meet the provisions of the Act. There may be a need to clarify some issues before the proposal is finalised.

4.         BioSecurity Queensland will brief the Minister on the application and proposal.

5.        If approved by the Minister, the appropriate amendments to the Animal Management (Cats and Dogs) Regulation 2009 will need to be drafted.

As stated previously, the Dogs Queensland Board met on 9 January for an extra Board meeting to discuss this matter further and the Board resolved the following motions;

a)   It was resolved that Dogs Queensland apply to the Queensland Government to be an approved entity on the basis that the addresses of the breeder members be c/- Dogs Queensland.

b)  It was resolved that in the event that the Government will not accept the provision of breeder members’ addresses as being c/- Dogs Queensland, that the avenue of seeking a legislative exemption for Dogs Queensland similar to that provided to primary producers and underpinned by a Memorandum of Understanding between Dogs Queensland and the Director General of the Department of Agriculture and Fisheries be negotiated.

c)   It was resolved that confirmation be sought by way of legal advice that the provision of addresses as being c/- Dogs Queensland would require a change to the legislation as it is currently worded and further, that advice be sought as to whether Dogs Queensland is at liberty to provide the home addresses of breeder members as one of the requirements for being an approved entity.

d)  It was resolved that legal advice be sought from Clayton Utz regarding the privacy implications for Dogs Queensland in its negotiations with the Queensland Government on the puppy farming legislation.

In regards to point 1 above, General Manager Rob Harrison met with Greg McDougall, Senior Policy Officer Biosecurity Queensland on 10 January to discuss their Approved Entity Guidelines document and Dogs Queensland potentially applying to become an approved entity. In regards to points a), b) and c) above, members of the Dogs Queensland Board met with the Minister for Agriculture and Fisheries and Minister for Rural Economic Development, Mr Bill Byrne MP on Monday 23 January. Minister Byrne was informed of the advice obtained by Dogs Queensland from Clayton Utz on Thursday 19 January where it was considered that there are legal problems in Dogs Queensland disclosing the personal details of its breeder members under the Act to the chief executive and accordingly Dogs Queensland would need to seek consent from its breeder members to disclose their personal information to the chief executive. Minister Byrne confirmed that no dispensation would be given to Dogs Queensland to provide breeder members’ addresses c/- Dogs Queensland nor would a legislative exemption be granted. Minister Byrne did, however undertake to facilitate a Meeting with Biosecurity Queensland, Dogs Queensland and RSPCA prior to the legislation being enacted.

The matter was discussed once again at the Dogs Queensland Board Meeting on 30 January and it was unanimously resolved that Dogs Queensland would apply to the Queensland Government to be recognised as an approved entity under the Animal Management (Protecting Puppies) and Other Legislation Amendment Act 2016 (Act) and the General Manager be authorised to make such application.

To enable Dogs Queensland to nullify the legal risk involved, urgent approval would be sought by means of a simple electronic survey from breeder members, i.e. anyone with a prefix, to provide their designated details to the Queensland Government to be recognised as an ‘accredited breeder’ under the Act. As a reminder, ‘designated details’ are defined as such;

o person’s name;
o address of:
                     o the person’s place of residence; or
                     o the body corporate’s place of business, head office or registered office;
o relevant local government area of the person or body corporate;
o person’s telephone number;
o person’s email address;
o person’s accreditation number;
o date the person became an accredited breeder;
o date the person’s accreditation ends; or
o date a person ceases to be an accredited breeder and their accreditation number at the time.

I would also remind you again that the only information that will be publicly available is listed below. Members of the public will only be able to conduct searches on individual breeder/accreditation numbers and will not be able to search on any other criteria, such as breed, local Government area, name, etc;

o person’s name;
o person’s accreditation number;
o date the person’s accreditation ends;
o relevant local Government area in which—
                      o the person’s place of residence is located; or
                      o the body corporate’s place of business, head office or registered office is located; and
o person’s telephone number or email address, as decided by the person.

BOARD REPORT - DURACK GROUNDS UPDATE

Update from the Durack Grounds Committee

We are currently organising Contractors to revamp the Toilet block adjacent to the Group 3 rings, this will be mostly funded by a Government grant. The revamp will include a new Epoxy floor to both Men's and Ladies, a shortened Urinal in the men's to add another toilet stall and tiling to the walls of both to give a much cleaner finish. The Board has approved a "pay per use" Dog Wash, similar to those found at shopping centres and car washes to be placed on the camping ground side of this toilet block. There is a small amount of work to be done before it can be installed and this will be done at the same time as the rest of the toilet upgrade. The lower toilet block adjacent to the clubhouse will also have the floors re-done and the lips and bumps taken out at the same time.

The Grounds were only recently treated again for ants and this will take a little while to gain maximum effect so please be on the lookout for any remaining nests and email the location to the office so it can be passed on. While on the subject, Rings 11 to 16 are in for some major work, with Group 5 being the first Group to be affected. We will have an email sent out to all members to ask for help with the following, hopefully people will come out to help while we work to make the Rings a better place.

The Grounds Committee will be sourcing a Turf Cutter and will be lifting the existing grass up, levelling the Rings out properly and then re-laying the grass and allowing a period for it to reestablish. We anticipate that this will take roughly a month from start to finish and during this time we will move Group 5 to the German Shepherd Rings. We apologise for the inconvenience, however there is no other way to fix the rather large dips and hollows in this area. Once Group 5 is back in its own Rings, we will move on to Group 6 and then Group 3 with the same system.

Luckily for us, we have been offered a large volume of hard fill and the Board have accepted it so that we may start the process of filling the large dips and sink holes around the grounds. Over on the Lure Coursing field, the Working Bees will continue, with the main running track to be lifted and levelled as described above. We will then go on to do the rest of the Lure Coursing field, section by section, while coordinating with the Lure Coursing Clubs to ensure we do not impede on their events.

As many members who use Durack may be aware, there has been some problems with the Audio system for some time with it not working for the last few weeks. The entire system was inspected from the main unit to the speakers, with an eye to improving the sound quality and volume over the entire grounds. While we were looking at the speakers on the poles, we were also looking at switching the lighting system to LED as they are much more cost effective and give a clearer, more even light. The office is currently looking into a potential grant for the switching process to save on costs.

All members would be aware of the Office Relocation and while this is a Board project, not a Grounds Committee project, when added to our Groundskeeper, Mr Dorr resigning it has changed the dynamic for Durack. We are currently in a trial period to see what is the best way to move forward with the maintenance for our Durack Grounds and as such may experience a few teething problems. We would ask that members be understanding that we are trying to find the best possible outcome for them and if they have any constructive feedback please email the office and they will pass it on.

Sadly however, we have had a few issues with members acting inappropriately. The shower rose was taken from the Group 3 toilet block last weekend, someone's young child was sent into the men's toilet alone and proceeded to urinate on the floor, not in the toilet or urinal and then the paper towels in the ladies toilet were pulled from the dispenser by the handful and simply thrown somewhere near the bin, resulting in them running out much faster than they should have. If you see someone doing something silly, please ask them to stop or in the case of vandalism, let the Show Manager know.

RULES UPDATES APRIL 2017

There has been some updates to the 2017 Rules document approved by the Board at their February and April meetings.

This is mostly as a result of a few items within the Appendices not having all new Rule numbers being referenced correctly and also further ANKC Ltd updates to Regulations that have occurred.

An additional section has been added and will always appear at the end of the Rules document. It is simply titled "Addendum" and it is a Document Control section that shows any and all changes that are made to the Rules in full detail.

PROGRESS REPORT - OFFICE MOVE TO DURACK

As most of you will be aware, the move of the Dogs Queensland office to the Dogs Queensland Sports Grounds at Durack has been put on hold for past 6-8 weeks.

The Board has met several times in regards to the design of the office and felt that the number one priority was to make sure that the design was such that the whole dog world could be proud of it.

Originally, the plans included only a refit of the old Board Room and Meeting Room 1 to be converted to the office. Upon review, it was agreed that the refit should include the existing Library as well.

The original plans for the old Board Room and Meeting Room 1 also encompassed a new Board Room but it has since been agreed that the old Library space should in fact become the new Board Room.

The contents of the Library has been placed in temporary storage until a decision is made as to its new location and function.

At the CCC(Q) Ltd AGM that was held on Wednesday 29 March, it was approved unanimously that the proposed updates, numbered 1 to 88 in the AGM Notice to the CCC(Q) Ltd Constitution as amended 30 June 2014 be put to a vote of all members as per the Constitution's Clause 70.

Once again, the voting for this Constitutional amendment will be conducted primarily using Internet Voting.

SURVEY REGARDING START TIME OF SUMMER EVENTS

The Dogs Queensland Board of Directors has noted a number of health concerns raised with them in regards to dogs, exhibitors, Event Workers and Judges on occasions when daytime Events are held during the hottest months of November, December, January and February.

The current Dogs Queensland Summer Start Time Policy is reproduced below;

SUMMER START TIME POLICY

During the hottest and wettest months of October, November, December, January, February and March, or any period of excessive temperatures or rainfall, Clubs are encouraged to not start their Events prior to 4:00pm. If Clubs still wish to start their Shows before 4:00pm, it is expected that they will take all reasonable measures to ensure the safety and wellbeing of all dogs, exhibitors, Judges and all workers at the Event.

Measures to consider are to include, but are not limited to, the following;

a. The provision of adequate shaded areas for sun and rain;

b. Consideration of earlier Start Times to take advantage of cooler temperatures earlier in the day; and

c. Structure Events efficiently to allow dogs and exhibitors to be in the ring and assembly areas for the minimum amount of time.

Clubs may also wish to consider a temperature ceiling – e.g. 35 degrees Celsius (refer to the Heat and Extreme Weather Policy). This would be a set temperature at which all Clubs must be even more vigilant and also be prepared to suspend the Event if necessary until the temperature has decreased to allow more comfortable showing conditions.

All exhibitors are also asked to be more aware of their dogs during this period and any other period of excessive heat and monitor them and the temperature more closely than usual.

Different breeds react more adversely to the heat and exhibitors must be prepared to withdraw their dogs from the Event should they deem the heat to be a safety issue. Above all else, the welfare of the dog should be paramount at all times.

The Board is currently considering altering its policy to state that Events scheduled during the hottest months (November, December, January and February) are held in the evening and not during the day. The Board agreed that a Survey of members be conducted to gain their feedback on the issue. A link to the Survey is provided below.

Direct correspondence will also be conducted with Clubs and Agricultural Show Societies running Championship Shows between the months of November and February with a view to having those Events scheduled as evening Shows or rescheduling the Show Dates.

The Board will take the results of this Survey and feedback from the Clubs and Agricultural Show Societies into account in determining its policy regarding daytime Events conducted during the summer.

ANKC PRESS RELEASE - FRENCH BULLDOG TASKFORCE

In response to the increasing level of possible fraud in the breeding and registration of French Bulldogs and other breeds, the ANKC Ltd Board of Directors has appointed a Taskforce with the following Remit.

Identify alleged fraudulent dealings in the ANKC Ltd Registration System, record them and refer them to the appropriate Member Body for investigation.

Investigate measures to reduce the opportunity for fraudulent dealings in the ANKC Ltd Registration System, including but not limited to DNA Testing, introduction of Litter Registration Limitations and examination of the implementation of Regulations Part 6.

The Taskforce has received a substantial amount of valuable information from concerned members and in following up this material will be taking the following action.

Flag all suspect imported dogs and semen.

Flag all suspected prefixes that have been identified as breeding non allowable coloured dogs.

Through the appropriate Member Body appoint “Compliance Investigative Panels” to identify breeders and suspected mismarked dogs who are on the Main Register by microchip scanning and visual identification of the colour of the dog, any dogs identified as being registered on the Main Register who are not a recognised colour to be downgraded to the Limited Register.

Suspected breaches of the Regulations arising from these investigations will be referred to the breeders Member Body for action.

Although the Taskforce had initially been appointed to address the French Bulldog problem it will also investigate alleged fraudulent breeding and Registration practices in other breeds, including but not limited to, British Bulldogs, Pugs and Staffordshire Bull Terriers.

PROCEDURE AT TONIGHT'S AGM

This notice is provided for those planning to attend the AGM tonight at Durack. The Meeting is set to start at 7:30pm.

The Board is very mindful of those travelling home and to make sure the night runs as smoothly as possible, it is the intention of the Board that the voting on the Special Resolution will be undertaken by a Show of Hands.

As a reminder, these are the constitutional provisions for a change to the Constitution and Voting at General Meetings;

53.6 However, if at least twenty percent (20%) of the members present demand a secret ballot, voting must be by secret ballot.

70 Amendments to the Constitution

70.1 Subject to the Act, this Constitution may be amended only if:

(1) a Special Resolution is passed at a General Meeting that a proposed constitutional amendment be put to members for a vote; and

(2) seventy five percent (75%) of all members who vote, vote in favour of the proposed amendment at a subsequent ballot.

To aid this process, the entry to the Function Room will be restricted to 2 entrances to enable Staff to mark you off the Members’ Roll. You may enter via the stairs, or via the door adjacent to the Alfresco Area; there will be no entry via the rear of the kitchen.

URGENT - FURTHER UPDATE FOR SOMERSET MEMBERS

Dogs Queensland members who reside in the Somerset region will recall that a public consultation was conducted in November 2016. The member response to that consultation was outstanding with a significant number of responses from Somerset residents voting in favour of the proposed changes to the local laws governing the keeping of dogs.

However, Somerset Regional Council have now made further changes to the proposed local laws affecting dogs. The early advice received from Somerset Regional Council was that the changes were minimal and didn't really affect Dogs Queensland members.

We have now been officially advised that this information was incorrect. Members residing in the Somerset Region must understand that if there is no support for the changes outlined in the current consultation, then there will be no changes to the existing local laws.


The local laws currently in place (no more than 2 dogs to be kept on any property within the Somerset region) will remain in force.

The differences to what was initially proposed in November 2016 are minimal – one notable change is the complete removal of the ability for a resident to apply to keep an additional dog in areas designated within the urban footprint (town centres) on compassionate grounds. Somerset Regional Council surveyed other local councils in the area and those councils advised that in their opinion, the provision of allowing an extra dog to be kept on Compassionate Grounds was abused and was the cause of far too much time trying to resolve the issues created by the Compassionate Grounds provision.

Please read the document above so that you are familiar with what the Somerset Regional Council is proposing. More importantly though, is the need, once again, for Dogs Queensland members to respond favourably to this new set of proposed changes.

Once again, we need to ask our Dogs Queensland members to rally behind this initiative and formally advise Somerset Regional Council that their proposed changes are fully supported. If our members do not respond positively during the 21 day consultation period, then the local law changes will lapse.

URGENT - MEMBERS RESIDING IN THE SOMERSET REGIONAL COUNCIL AREA

The following is relating to new proposed changes to local laws affecting the number of dogs which may be kept in the Somerset Regional Council area.

In the last 48 hours, we have received official notification from the Somerset Regional Council about a second consultation period.

You will recall that in November 2016, a consultation with Somerset residents was conducted by the Council. That proposed set of changes to the local laws was well supported by residents.

It is critically important that members understand that if this new set of proposed changes is not supported, then there will be no changes at all to existing local dog laws (maximum of 2 dogs).

The Dogs Queensland Board will discuss and agree an official recommendation in respect of this matter at their meeting on Monday evening 27 March. Members are asked to keep an eye out for a further email from Dogs Queensland and to follow the advice about sending a response to the local Council.

The closing date for submissions is next Thursday, 30 March 2017. Members are asked to follow the advice given regarding sending an appropriate response by the closing date.

NOTICE is hereby given that the ANNUAL GENERAL MEETING OF MEMBERS of the Canine Control Council (Queensland) Limited will be held in the DURACK CLUBHOUSE, CCC(Q) Ltd Showgrounds, King Avenue, Durack at 7:30pm on Wednesday 29 March 2017. All Members have a right to appoint a proxy under Clauses 55-59 of the CCC(Q) Ltd Constitution.

Business to be conducted:

•    Receiving the report of the Board of Directors for the previous year.
•    Receiving the annual financial accounts duly certified by the Auditor.
•    The appointment of the Auditor for the next Financial Year.
•    Confirmation of CCC(Q) Ltd Income Tax and Capital Gains Tax exemption status.
•    Special Resolution - Update to the CCC(Q) Ltd Constitution as amended 30 June 2014.

The Board of Directors hereby gives notice of a Special Resolution (a special resolution is a resolution needed to be passed by at least seventy five percent (75%) of Members present at a General Meeting) to amend the CCC(Q) Ltd Constitution in accordance with Clause 70 of that Constitution reproduced below;

In accordance with Clause 48.1(5) of the CCC(Q) Ltd Constitution, Members were asked to submit any additional items of business to the CCC(Q) Ltd Office no later than 14 March 2017. To assist Members in providing the most accurate and timely information, if anyone had any questions in regards to the financial accounts, it was also requested that those be submitted no later than 14 March 2017. There were no items received relating to either of the above.

Note 1: All Financial Members are entitled to attend the AGM, vote at the AGM and submit Items of Business for the AGM. Any renewing Members from 2016 who are yet to pay their 2017 Renewal Fees may only attend the AGM but may not vote at the AGM unless their 2017 Renewal Fees are paid prior to the AGM.

National DWD Committee : Review Of The Rules For The Conduct Of Dances With Dogs Competitions : Call For Submissions

The Rules for the Conduct of Dances with Dogs Competitions are scheduled for review over the next couple of years in order for the new Rules to take effect from 1 January 2019.

It is therefore requested that any proposals for changes to these Rules be submitted to the Dogs Queensland Office no later than 1 April 2017.

The Rules as they are now can be found on the ANKC Website.

As these submissions will form part of the agenda of the next meeting of the National Committee, we ask that you ensure they comply with Regulations Part 1, Clause 2.1, which states:

"2.1 No items are to be accepted by the ANKC Ltd Administrator for inclusion on any ANKC Ltd Board, Committee, or Subcommittee Agenda unless a detailed explanation concerning the reason/rationale for submitting the item is provided in agenda format electronically in MS Word or similar by the Member Body proposing the Agenda item. MT PERRY AG & ZONE 2 AMENITIES 22/23 APRIL - CHANGE OF JUDGE


Due to a conflict in appointments, Mr George Minchinton will replace Mrs Norma Zimmerle as a Judge for the Mt Perry Ag Society Show and Zone 2 Amenities Show on 22 & 23 April in Mt Perry.

Mr Minchinton will judge all classes previously allocated to Mrs Zimmerle.

EKKA 2017 CANINE COMPETITION SCHEDULE & JUDGING UPDATE

The following is an email that was sent by the RNA last week to members. Additionally, there has been the following adjustments and information announced since then:

In Group 4 (Hounds), Mrs Haruko Mizukoshi (Japan) will now judge the Dachshund breeds, while Ms Sanja Momcilovic Bognic (Serbia) will now judge Whippets.

Entries for the Canine Competition will open on Monday April 24.

The RNA is delighted to announce the 2017 Royal Queensland Show (Ekka) Canine Competition Schedule, featuring the timetable and judge’s profiles.

The show will once again utilise the revolutionary judging system, which was successfully introduced in 2016, judging dogs in their group on one day using a number of international judges.

The group specials will be judged at the end of each day with Best in Group, Runner-Up, Puppy, Baby, Neuter and Runner-Up Neuter eligible to come back on the last Saturday for General Specials.

The classes in group specials will once again be judged to show our appreciation for the exhibitors entering the competition.

The obedience classes will be held over two afternoons while Dances with Dogs, Rally Obedience, Agility and Jumping will all be held on the last Sunday of show.

The Specialty Show this year will focus on the Working Dogs Breeds in Group 5 and will be held on Friday 18 August.

Please note the regulations will be added to the schedule once entries open on Monday April 24.

Breed Clubs who would like to have a breed display on the day of their group judging are once again asked to confirm this in writing to the RNA.

NOTICE is hereby given that the ANNUAL GENERAL MEETING OF MEMBERS of the Canine Control Council (Queensland) Limited will be held in the DURACK CLUBHOUSE, CCC(Q) Ltd Showgrounds, King Avenue, Durack at 7:30pm on Wednesday 29 March 2017. All Members have a right to appoint a proxy under Clauses 55-59 of the CCC(Q) Ltd Constitution.

Business to be conducted:

•    Receiving the report of the Board of Directors for the previous year.
•    Receiving the annual financial accounts duly certified by the Auditor.
•    The appointment of the Auditor for the next Financial Year.
•    Confirmation of CCC(Q) Ltd Income Tax and Capital Gains Tax exemption status.
•    Special Resolution - Update to the CCC(Q) Ltd Constitution as amended 30 June 2014.

The Board of Directors hereby gives notice of a Special Resolution (a special resolution is a resolution needed to be passed by at least seventy five percent (75%) of Members present at a General Meeting) to amend the CCC(Q) Ltd Constitution in accordance with Clause 70 of that Constitution reproduced below;

70 Amendments to the Constitution


70.1 Subject to the Act, this Constitution may be amended only if:

(1) a Special Resolution is passed at a General Meeting that a proposed constitutional amendment be put to members for a vote; and

(2) seventy five percent (75%) of all members who vote, vote in favour of the proposed amendment at a subsequent ballot.

Updates to the CCC(Q) Ltd Constitution as amended 30th June 2014 approved by the Dogs Queensland Board of Directors on 9 January 2017 to be presented at the 2017 AGM as a Special Resolution (all proposed changes appear as a consolidated document under a ‘News’ Item on the Dogs Queensland Website) can be viewed in the following document - CLICK HERE.

NB – The resolution to update the Constitution will be a single resolution and will not deal with the alterations on a clause by clause basis.

• Any other item of business submitted in writing by a member to the Secretary not less than fourteen (14) days prior to the date fixed for the AGM.

In accordance with Clause 48.1(5) of the CCC(Q) Ltd Constitution, Members were asked to submit any additional items of business to the CCC(Q) Ltd Office no later than 14 March 2017. To assist Members in providing the most accurate and timely information, if anyone had any questions in regards to the financial accounts, it was also requested that those be submitted no later than 14 March 2017. There were no items received relating to either of the above.

Note 1: All Financial Members are entitled to attend the AGM, vote at the AGM and submit Items of Business for the AGM. Any renewing Members from 2016 who are yet to pay their 2017 Renewal Fees may only attend the AGM but may not vote at the AGM unless their 2017 Renewal Fees are paid prior to the AGM.

The ANKC Ltd Board resolved at the October 2016 Board meeting that the implementation date of 1 January 2017 for the following motion passed at the May 2016 Board meeting be deferred until 1 July 2017 pending receipt of submissions from National Breed Councils and Breed Clubs and further consideration by the ANKC Lts Board:

"It was unanimously RESOLVED on the motion of P Frost/E Gunter that the Board endorses the National Breed Standards Coordination Group's recommendations subject to the following highlighted changes:

"Effective from 1 January 2017 except in the case where National Breed Councils or Breed Clubs have nominated certain Colours not to be placed on the Main register as per regulations Part 6, 6.2.4 Special Conditions for Registration of Certain Breeds (Amended 04/15 EAP)".

Prior to 1 July 2017 only acceptable colours noted in the breed standards will be eligible for registration on the Main Register.

All Breed Clubs that have breeds which do not have a National Breed Council as well as Individual Members who have breeds which do not have a National Breed Council or Breed Club are requested to forward to their Member Body office a listing of what colours for their specific breed are not to be placed on the Main Register and to provide evidence of this request by no later than COB 31 March 2017. [Note: The evidence provided can be on the grounds other than health reasons.]

MR MICHAEL TOMASCHEWSKI

Dogs Queensland advises with sadness that ex CCCQ Councillor, CCCQ Ltd Director and Life Member, Mr Michael Tomaschewski, passed away last Wednesday, 8 March.

In keeping with Michael's family's wishes, the funeral will be a private ceremony only, not open to any other people.

There will, however be a memorial service of some type organised for friends and anybody from the dog community to attend and details of this will be forwarded to members as soon as they are known.

ANKC PRESS RELEASE - FRENCH BULLDOGS

The huge increase in the popularity of the French Bulldog has created opportunities for unethical breeders to exploit the breed, the blatant disregard for the breed standard, and falsifying of colour, via pattern, enabling breeders to charge from $10,000 upwards for puppies, based on the premise of Exotic and Rare Colours, has prompted the Board of Directors of the Australian National Kennel Council Ltd to establish a “Task Force” to investigate the corrupt practices affecting the breed and to make recommendations to strengthen the Regulations to protect the integrity of the registration process.

Any information that could be of assistance in the investigations should be directed to a Member Body Office for forwarding to the “Task Force”.

URGENT - VOLUNTEERS REQUIRED TODAY 1:00PM DURACK

Assistance is required at the Dogs Queensland Sports Grounds, Durack today from 1:00pm.

The Grounds Team have to move some Archive Material in the Archive Room behind the Library from the wall and in the Library itself, the shelving will also have to be removed from the wall in the Library, it is currently secured to the wall. All affected books will have to be boxed temporarily, along with some archived material and stored elsewhere.

There are also a number of tables and chairs that need to be moved from the current Board Room and Meeting Room 1 area to the Function Room.

Please let me know in the first instance, half a dozen people are required.

Grounds Manager, Bob Dorr, will supervise the exercise and I would ask that anyone able to help meet Bob at 1:00pm outside the Library.

ALTERATIONS TO CONSTITUTION UPDATES

There have been some minor alterations that have had to be made to the amendment document for the current CCC(Q) Ltd Constitution as amended 30 June 2014 that were detailed in the AGM notice from page 12 of the February Dog World magazine.

Please note the following:

1. Please CLICK HERE to view an amended AGM Notice that was published in the February Dog World. This will be republished in the March Dog World. This notice now correctly refers to the numbering within the current CCC(Q) Ltd Constitution as amended 30 June 2014.

2. Amendment number 40 (clause 20.2) in the detailed update listing in the Dog World has been removed as it is now included in clause 20.3. Subsequent amendment numbers from 40 onwards are renumbered. 

3. Amendment number 70 (clause 32.8) in the detailed update listing in the Dog World should have stated the word "step" and not "stop".

4. Amendment number 77 (clause 33.6) in the detailed update listing in the Dog World should have had the words "more than" included prior to the words "fifty percent".

CLIFTON AG SHOW 18 FEB - ROAD CLOSURES NEARBY

Please note that there has been advice received for members who will be driving to the Clifton Show Society Championship Show at Clifton Showgrounds, Cnr Davenport & Morton Sts, Clifton on Saturday 18 February.

Due to large boulders on the Gatton to Clifton road (usually known as Ma Ma Creek Rd), Main Roads are closing that road south of the cutting for the next two weekends running, thus resulting in disruptions for the normal route to that area.

It is suggested to allow reasonable extra time to perhaps travel through the Toowoomba Range or Cunningham's Gap. The Show must start at the pre-arranged time to allow for members to travel back to Brisbane (or Durack) later in the day.

FURTHER INFORMATION - ANIMAL MANAGEMENT LEGISLATION - APPLICATION FOR APPROVED ENTITY

Further to my recent updates on the Legislation amendment, I give you an update below.

As a reminder yet again, the process for Dogs Queensland applying to become an approved entity follows:

1.        Meet with BioSecurity Queensland to discuss the requirements for approved entities under the Act and the functions of the database.

2.       Following the meeting, Dogs Queensland would need to provide BioSecurity Queensland with a written proposal of how they would be able to meet these requirements.

3.         BioSecurity Queensland will assess the proposal to ensure it will meet the provisions of the Act. There may be a need to clarify some issues before the proposal is finalised.

4.         BioSecurity Queensland will brief the Minister on the application and proposal.

5.       If approved by the Minister, the appropriate amendments to the Animal Management (Cats and Dogs) Regulation 2009 will need to be drafted.

As stated previously, the Dogs Queensland Board met on 9 January for an extra Board meeting to discuss this matter further and the Board resolved the following motions;

a)  It was resolved that Dogs Queensland apply to the Queensland Government to be an approved entity on the basis that the addresses of the breeder members be c/- Dogs Queensland.

b)  It was resolved that in the event that the Government will not accept the provision of breeder members’ addresses as being c/- Dogs Queensland, that the avenue of seeking a legislative exemption for Dogs Queensland similar to that provided to primary producers and underpinned by a Memorandum of Understanding between Dogs Queensland and the Director General of the Department of Agriculture and Fisheries be negotiated.

c)  It was resolved that confirmation be sought by way of legal advice that the provision of addresses as being c/- Dogs Queensland would require a change to the legislation as it is currently worded and further, that advice be sought as to whether Dogs Queensland is at liberty to provide the home addresses of breeder members as one of the requirements for being an approved entity.

d)  It was resolved that legal advice be sought from Clayton Utz regarding the privacy implications for Dogs Queensland in its negotiations with the Queensland Government on the puppy farming legislation.

In regards to point 1 above, General Manager Rob Harrison met with Greg McDougall, Senior Policy Officer Biosecurity Queensland on 10 January to discuss their Approved Entity Guidelines document and Dogs Queensland potentially applying to become an approved entity. To review the Government's Guidelines document, please CLICK HERE.

In regards to points a), b) and c) above, members of the Dogs Queensland Board met with the Minister for Agriculture and Fisheries and Minister for Rural Economic Development, Mr Bill Byrne MP on Monday 23 January. Minister Byrne was informed of the advice obtained by Dogs Queensland from Clayton Utz on Thursday 19 January where it was considered that there are legal problems in Dogs Queensland disclosing the personal details of its breeder members under the Act to the chief executive and accordingly Dogs Queensland would need to seek consent from its breeder members to disclose their personal information to the chief executive. Minister Byrne confirmed that no dispensation would be given to Dogs Queensland to provide breeder members’ addresses c/- Dogs Queensland nor would a legislative exemption be granted. Minister Byrne did, however undertake to facilitate a Meeting with Biosecurity Queensland, Dogs Queensland and RSPCA prior to the legislation being enacted.

The matter was discussed once again at the Dogs Queensland Board Meeting on 30 January and it was unanimously resolved that Dogs Queensland would apply to the Queensland Government to be recognised as an approved entity under the Animal Management (Protecting Puppies) and Other Legislation Amendment Act 2016 (Act) and the General Manager be authorised to make such application.

To enable Dogs Queensland to nullify the legal risk involved, urgent approval would be sought by means of a simple electronic survey from breeder members, i.e. anyone with a prefix, to provide their designated details to the Queensland Government to be recognised as an ‘accredited breeder’ under the Act. As a reminder, ‘designated details’ are defined as such;

o person’s name;

o address of:
                     o the person’s place of residence; or
                     o the body corporate’s place of business, head office or registered office;
o relevant local government area of the person or body corporate;
o person’s telephone number;
o person’s email address;
o person’s accreditation number;
o date the person became an accredited breeder;
o date the person’s accreditation ends; or
o date a person ceases to be an accredited breeder and their accreditation number at the time.

I would also remind you again that the only information that will be publicly available is listed below. Members of the public will only be able to conduct searches on individual breeder/accreditation numbers and will not be able to search on any other criteria, such as breed, local Government area, name, etc;

o person’s name;

o person’s accreditation number;
o date the person’s accreditation ends;
o relevant local Government area in which—
                      o the person’s place of residence is located; or
                      o the body corporate’s place of business, head office or registered office is located; and
o person’s telephone number or email address, as decided by the person.

An important survey will be provided to breeder members on 9 February. Breeder members will be asked for their permission to provide their designated details to the Queensland Government to be recognised as an ‘accredited breeder’ under the Act. Again, I reiterate that accreditation (membership) number, date of accreditation ending, local government area and either phone number or email, will be displayed publicly. It is vitally important that you provide this designated detailed information as soon as possible to assist in the application for approved entity.

Under the legislation, all dog breeders have to be registered one way or another. If breeder members choose to not provide permission for Dogs Queensland to provide their designated details, then they will have to register as a private individual, there is no other option. ALLORA SHOWS 10-12 FEBRUARY - CHANGE OF START TIMES AND DAYS

Due to the predicted weather forecast, the Allora Kennel Club and Allora Show Society have changed the start times and days of their Championship and Open Shows being held at the Allora Showgrounds, William St, Allora this coming weekend on Friday 10, Saturday 11 and Sunday 12 February.

The changes are as follows;

Friday 10 February - Open Show - To commence at 5:00pm, moved from 6:00pm.

Friday 10 February – Championship Show – Originally scheduled for Sunday 12
 February, moved to Friday Night and commencement time not before 7:00pm.

Saturday 11
 February – Championship Show – Commences at 6:00pm, moved from 9:00am.

Sunday 12 February – Championship Show – No Show.

This change has been made under the provision of Appendix 11 of the 2017 Rules, which is reproduced below. The Board has also noted that although the Club is not under any obligation to refund entry fees, as per Rule 72.6 this is only applicable to cancelled or abandoned events, the Club has agreed that exhibitors may apply for a refund of entry fees within twenty-eight (28) days of the advertised Exhibition date for the Sunday Show that has been rescheduled for Friday.

APPENDIX 11

HEAT AND EXTREME WEATHER POLICY

Dogs Queensland expects all Affiliated Clubs to adhere to the following:

1. Extreme Weather (Heat)

1.1 Where the weather forecast issued by the Bureau of Meteorology – Queensland ("BOM") on their website (http://www.bom.gov.au/weather/qld/forecasts/map.shtml) for the location nearest to any Exhibition, at 10:00am on the day which is two (2) days before the scheduled commencement time of the Exhibition, indicates Extreme Weather (thirty-five (35) degrees Celsius or higher) for the date of the Exhibition, the following will apply:-

(1) The Show Committee conducting the Exhibition must make a decision as to whether to cancel the Exhibition or amend the start time for the Exhibition. This decision must be made no later than thirty-six (36) hours prior to the scheduled commencement time of the Exhibition.

(2) Any decision which is taken in accordance with 1.1(1) above must be made available to exhibitors within four (4) hours by every possible means of communication i.e. uploading the information onto the Dogs Queensland website, electronic media, verbal telephone communication, text messaging, radio or public announcements, etc.

The Dogs Queensland Membership Roll must be provided to Australian Electoral Company for the purposes of the Director Election at 4:00pm on Tuesday 31 January. To allow thorough checking and verification of the Roll by the office, any Membership Renewals for 2017 that have not previously been received must be received no later than 4:00pm on Monday 30 January or your details cannot be provided to Australian Electoral Company to provide you with the capacity to vote in the upcoming Director Election. ANY MEMBERSHIP RENEWALS RECEIVED AFTER THE CLOSE OF BUSINESS ON MONDAY 30 JANUARY CANNOT BE ACCEPTED FOR THE PURPOSES OF VOTING IN THE DIRECTOR ELECTION.

Dogs Queensland confirms that the 2017 Membership Renewal and Prefix Renewal can now be completed online. Please note that this process cannot be used by Clubs and 'Complimentary' members.

SMOKING AT THE DURACK GROUNDS - AMENDMENT

THE FOLLOWING HAS BEEN ISSUED BY THE DURACK GROUNDS COMMITTEE:

The provisions below were implemented from 1 January 2017 at the Dogs Queensland Sports Grounds at Durack:

1. The designated Smoking area will now be located on the corner next to the Disabled Parking area, opposite the kitchen driveway.

2. No Smoking will be allowed within 10 metres of any Show ring.

3. No Smoking will be allowed in any Camping area.

4. No Smoking will be permitted within 10 metres of any building.

Any previous inference that this was a State Government directive was incorrect.

DOGS QUEENSLAND OFFICE MOVE TO DURACK

Further to our survey that was sent to members on 14 December 2016, the results are following.

In response to the question, "Do you support the Board's decision to move the office from Fortitude Valley to the Dogs Queensland Sports Grounds at Durack?", the following resulted from members who responded:

Yes = 726 (96.9%), No = 23 (3.1%)

As the member feedback is positive, the preferred option for the relocation of the office to the Dogs Queensland Sports Grounds by the fitting out of the existing building in the area of the current Board Room and Meeting Room 1 will be instigated.

The property in Fortitude Valley will then be modified and made available for commercial lease. The preferred contractor for both projects is Future Fitouts (Qld) Pty Ltd. The total cost of both modifications is estimated to be around $190,000.

The approximate timelines for the fitting out of the existing Board Room and Meeting Room 1 are as follows;

• Preliminaries, designs and approval to be completed at the end of February

• Partial Demolition of the Durack site to commence first week of March
• Reconstruction of the Durack site to commence mid to late March
• Handover and completion scheduled for 28 April
• Office complete and functioning at Durack mid May.

LOGAN CITY COUNCIL CHIP-N-DIP EVENT 18 FEBRUARY

The following email has been distributed by the Logan City Council regarding an event they are conducting at Priestdale on Saturday 18 February and some Dogs Queensland members may be interested:

Logan City Council’s City Standards and Animal Care Branch will be hosting their very first ever Chip-N-Dip in 2017. It will be held at Underwood Park, Priestdale on Saturday 18 February between 7.30am-10.30am. It is a very exciting time of year as we are starting to organise this event. We hope the success of the initial event will allow for its continuation throughout the year.

If this event is a success we will be organising 3 other events. The dates are as follows;

Alexander Clark Park, Loganholme Saturday 8 April
Riverdale Park, Meadowbrook Saturday 30 September

Logan Gardens, Logan Central Saturday 25 November

Keeping our canine BFF’s safe and happy is a priority for the Animal Care Team. Many animals that come into the centre found wandering or lost have no identification to be reunited with their owners. So, we will be offering discounted microchipping and hydro-bath services on the day for Logan residents. Owners can also enjoy a cup of coffee or fresh juice and chat with a dog behavioural specialist who will be on hand to discuss dog park etiquette, socialisation skills and enrichment.

Having your dog microchipped greatly improves the odds of your pet being returned safely. The added bonus is that all dogs microchipped at Chip-N-Dip for a low cost of $25 will receive a complimentary hydro-bath. It will be a pawfect day out for dogs and their owners.

FURTHER INFORMATION - ANIMAL MANAGEMENT LEGISLATION

Further to my recent update on 21 December 2016 on the Legislation amendment, I give you an update below.

As a reminder once again, the process for Dogs Queensland applying to become an approved entity is below:

1.         Meet with BioSecurity Queensland to discuss the requirements for approved entities under the Animal Management (Protecting Puppies) and Other Legislation Amendment Act 2016 (Act) and the functions of the database.

2.         Following the meeting, Dogs Queensland would need to provide BioSecurity Queensland with a written proposal of how they would be able to meet these requirements.

3.         BioSecurity Queensland will assesses the proposal to ensure it will meet the provisions of the Act. There may be a need to clarify some issues before the proposal is finalised.

4.         BioSecurity Queensland will brief the Minister on the application and proposal.

5.         If approved by the Minister, the appropriate amendments to the Animal Management (Cats and Dogs) Regulation 2009 will need to be drafted.

The Dogs Queensland Board met on 9 January for an extra Board meeting to discuss this matter further and the Board noted the following at that meeting;

• Under the legislation, the only group who have been granted exemption are primary producers breeding working dogs.

• The other alternative available in the legislation as it is currently worded is to be granted recognition as an “approved entity”.

• To satisfy the requirements of the legislation, an approved entity must have a record of all the names and residential addresses of its members and must provide this information to the Government.

• The Dogs Queensland position is that instead of providing the residential addresses of its members to the Government, that the Government acknowledge the fact that Dogs Queensland maintains a register of all its members and that it accept the addresses of members as being c/- Dogs Queensland.

• This would mean that the wording of the legislation, as it is currently written, would need to be amended.

• It had been suggested by some within the Government that if Dogs Queensland was recognised as an approved entity, this could be reviewed after two years to see if it is working and any fine tuning necessary could be done then.

• The Government could grant an exemption to Dogs Queensland on the same basis as that granted to primary producers under the legislation. This would involve the amendment of the Act and also drawing up of a Memorandum of Understanding to fine tune the relationship between Dogs Queensland and the Government department and officers. This could then be reviewed after two years and any necessary fine tuning be done at that time.

• The legislation requires an approved entity to provide details of the names and addresses of its members but this presents a problem to Dogs Queensland on two grounds.  Firstly, Dogs Queensland is prevented from providing this information under the Privacy legislation and secondly, when members apply for membership or renew their membership, nowhere on the form that they sign do they agree to making details of their names and addresses available to any third party.

• The Board recognised that the feeling of the members reflects a strong sense that the approach that should be adopted is to seek recognition as an approved entity.  However, the Board must decide first of all, what it believes is the option that best suits Dogs Queensland as an organisation and secondly whether it can meet the requirements stipulated by the legislation to be granted the desired recognition.

• In the event that neither of the approaches bears fruit in negotiations with the Government, under the legislation, Dogs Queensland members will be forced, as individuals, to comply with all the provisions of the Act which includes registering their names and addresses, microchipping and providing details of dogs, etc.

Further, the Board resolved the following motions;

a)   It was resolved that Dogs Queensland apply to the Queensland Government to be an approved entity on the basis that the addresses of the breeder members be c/- Dogs Queensland.


b)  It was resolved that in the event that the Government will not accept the provision of breeder members’ addresses as being c/- Dogs Queensland, that the avenue of seeking a legislative exemption for Dogs Queensland similar to that provided to primary producers and underpinned by a Memorandum of Understanding between Dogs Queensland and the Director General of the Department of Agriculture and Fisheries be negotiated.

c)   It was resolved that confirmation be sought by way of legal advice that the provision of addresses as being c/- Dogs Queensland would require a change to the legislation as it is currently worded, and further, that advice be sought as to whether Dogs Queensland is at liberty to provide the home addresses of breeder members as one of the requirements for being an approved entity

d)  It was resolved that legal advice be sought from Clayton Utz regarding the privacy implications for Dogs Queensland in its negotiations with the Queensland Government on the puppy farming legislation.

In regards to point 1 above, General Manager Rob Harrison met with Greg McDougall, Senior Policy Officer Biosecurity Queensland, on 10 January to discuss their Approved Entity Guidelines document and Dogs Queensland potentially applying to become an approved entity. In regards to points a), b) and c) above, members of the Dogs Queensland Board have an appointment with the Minister for Agriculture and Fisheries and Minister for Rural Economic Development, Mr Bill Byrne MP, on Monday 23 January.

In regards to point d) above, members of the Dogs Queensland Board have confirmed an appointment with Clayton Utz, today, Thursday 19 January.

DIRECT ELECTION SCRUTINEERS 2017

As you may be aware, and under the CCC(Q) Ltd Constitution, CCC(Q) Ltd will be holding its Director Elections in early 2017. All details including an Election Notice from Australian Election Company and Nomination Form for CCC(Q) Ltd Directors were published in the December Dog World Magazine and emailed to Members.

As part of this process, the CCC(Q) Ltd Directors must appoint Scrutineers as per Clause 30.3 of the Constitution;

30.3 At least sixty (60) days before the beginning of the Election, the Board of Directors must appoint a Returning Officer and at least two (2) Scrutineers for the Election.

The duties of those Scrutineers are listed below as per Clause 30.5 of the Constitution;

30.5 The duties of the Scrutineers shall be as follows:

(1) to act as an impartial and objective observer of the counting of the ballot papers by the Returning Officer;

(2) must be present when the ballot papers are sorted and counted; and

(3) may check any possible irregularities without causing unreasonable interference or delay.

Due to an administrative oversight, it is noted that the Scrutineers are yet to be appointed but will be appointed prior to any counting of ballot papers occurring.

Scrutineers will be required on Thursday 16 March 2017 from 9:00am AEST (and possibly on Friday 17 March) at Australian Election Company, Unit 10, 18-20 Cessna Drive, Caboolture, Qld 4510.

CCC(Q) Ltd will appoint these Scrutineers at its January Board Meeting. Please submit Expressions of Interest before Close of Business on Friday 20 January 2017 by return email or direct to rob@dogsqueensland.org.au.

OPEN SHOW FINALE EVENT IN NOVEMBER 2017

BEST OF WINNERS – Group, Puppy and Neuter – NOVEMBER 2017
(Final Date TBA)

2017 sees the return of a finale event for winners in Open Shows, previously known as the Open Show Spectacular. It is aimed at acknowledging Dogs Queensland members and winning canines who regularly enter Open Shows for the benefit of trainee Judges and their education.

This year, the events will be completely separate to the DOTY and POTY events, as a reflection of Dogs Queensland members' feedback from previous years.

In total, there will be three events run – Best of Winners, Puppy Best of Winners and Neuter Best of Winners.

TO QUALIFY

In each of the below categories (Best of Winners & Puppy Best of Winners), 24 representatives from each Group will be invited based on a points tally. The following are the criteria for qualification:

Best of Winners

 Points are accumulated by winning Best in Group (5 points) and Runner Up to Best in Group (3 points) at any Open Show in Queensland.
• In the case of equal points, the position will be filled by the dogs that scored points over the most number of Open Shows.

Puppy Best of Winners

• 
Points are earned by winning Best Baby Puppy in Group, Minor Puppy in Group or Puppy in Group (1 point) at any Open Show in Queensland (only puppies over 6 months old can compete at the event).
• In the case of tied points, the puppies with the tied points will be judged prior to the rounds commencing by a separate Open Show Judge to fill the 24 spots.

Neuter Best of Winners

• Comes from BIG or RUBIG in any Championship or Open Show Dogs Queensland Event. ALL qualifiers will receive an invitation to the finals day.

The points score qualifying period will commence from 1 January 2017 and run to 16 October 2017.

FORMAT

Best of Winners and Puppy Best of Winners format is as follows:

• 
24 dogs from each Group will be drawn against each other (similar to DOTY);
• There will be 3 Judges selected from the Queensland Open Show Judges panel;
• In each Group, there will be 3 rounds, leaving 3 dogs remaining;
• To minimise the risk of losing a super dog in an early round, the three Group Judges will select one eliminated dog each that they believe was their best eliminated dog to also proceed to the final round;
• Ultimately, 6 dogs from each Group will proceed to the Final Rounds;
• The final round will be judged by another 3 Judges who are nearing the completion of their All Breeds Judges Licence. At the end of this final round, 3 dogs will remain;
• 2 of these dogs will compete against each other and the dog that loses this round will compete against the remaining exhibit. The winner of this round will compete against the winner from the previous round for the Title of Open Show Best of Winners 2017.

Neuter Best of Winners format is as follows:

• Knockout rounds (similar to DOTY) until a winner is crowned.

This competition will be held in hope of plenty of spectators, plenty of excuse for cheering and fun; music, food and merriment along with keen and healthy competition.

An evening to remember.

The Committee is actively seeking great prizes and spectacular Rosettes that will make entries to Open Shows and Neuter events something to gear your best dogs up for.

REMINDER TO ALL MEMBERS REGARDING THE BALLOT PROCESS

This is a reminder that, if a ballot is necessary, voting will be conducted primarily using Internet Voting.

Instruction Sheet/Password Advices will be emailed to the email address listed with Dogs Queensland.

However, those members who wish to cast their vote via Postal Voting, other than those without a listed email address, will need to contact the Secretary of Dogs Queensland before the Close of Nominations (5:00pm AEST 6 January 2017) to request a Postal Voting pack be mailed to your Postal Address.

Similarly, if you haven’t previously provided your email address and you wish to vote via the internet, you can also notify the Dogs Queensland Office of your email address no later than 6th January 2017.

DURACK WORKING BEE 14 JANUARY

A Working Bee has been organised by the Grounds (Durack) Committee for Members and will be held at the Durack Dogs Queensland Sports Grounds on Saturday 14 January from 8:00am to 11:00am.

The work to be undertaken will be a general clean up of the Grounds in preparation for the 2017 Show Season.

No tools are required to be brought along and light refreshments will be provided to all attendees.

CHANGE OF JUDGE - GOLD COAST CANINE CLUB 29 JAN

Please be advised that for the Gold Coast Canine Club Championship Show being held on Sunday 29 January 2017 at Durack, Mrs G Stephenson is unable to officiate due to unforeseen health issues and has been replaced by Mrs J Wilshire.
